arious neigh6orhood district councils,business associations,property owners and staff,the Council approved
oth the construction of these systems and their operation by the City on an assessment basis. It is required
hat a public hearing be held each year for both the estimated operating costs and then the actual operating
osts. The first above-standard lighting system began with the Lowertown system in 1983. These systems hav
'ncreased at a rate of about 2 stems er ear since then.

The Council of the City of Saint Paul having received the repart of the Meyar
upon the above impr4vement, and having con�idered �aid repart, hereby re�olve�:
1. That the said report and the eame i9 hereby approved with no
alternatives, and that the estimated cost there�f is $2,565
financed by aeses�ment� only.
2. That a publia hearing b� had an seid improvement an the 9th day af
Octaber, 1996, at 4:30 o'clock P.M., in the Council Chamber� of the City
Hall and Court House Building in the City of 5aint Faul.
3. That notice of said public hearing be given to the persong and in the
manner provided by the Charter, st�ting the time and place of hearing,
the nature of the improvement and the total cost thereof as estimated.
