Yes No Explain all yes answers on separate sheet and attach to green sheet INITIATING PROBLEM,ISSUE,OPPORTUNITY(Who,What,When,Where,Why): The Parks and Recreation Division hires many non-union temporary employees to conduct classes in activities such as crafts,tumbling and karate to work at the Recreation Centers. The IRS has required the City to stop paying these employees under personal contracts and to place them on the payroll. Neither the rates paid these persons nor the total salary amounts will change, only the method of payment. Most hourly rates paid these individuals fall within the $4.75 to $25.50 range and $.25 increments are adequate. However,there are exceptions, including Golf Pros and aerobic instructors, which have been paid up to $36.00 an hour. These persons receive pay in the proposed Parks and Recreation Worker VIII class and increments are in dollaz amounts rather than fractions thereof. The creation of these eight new classes puts the City in compliance with IRS requirements. ADVANTAGES IF APPROVED: A flexible method of putting these temporary Parks and Recreation employees on the City's payroll will be created. DISADVANTAGES IF APPROVED: None. 'r ; Superintendent o Parks and Recreation Re: New "Parks and Recreation Worker" Pay Rates The Division of Parks and Recreation hires many temporary employees to conduct classes and lead activities such as crafts, dance, karate, tumbling and aerobics. The IRS has determined that the City can no longer pay these employees under personal contract and that they should be placed on the payroll. The Department of Human Resources has developed the attached pay rates to respond to our program needs.
