The project involved identification and remediation of communication gaps that hindered community policing objectives. A careful study identified those gaps and closed them through the creation of a high speed data network to link all police department sites to allow the transmission of data and images to be quickly transmitted between various police department locations. The result is a heightened level of service to citizens and a more rapid and efficient method to pass information from the police department to the citizens we serve. While the initial grant created the "highway" or communication"linkage",the continuation of this demonstration project will fill that"highway"with law enforcement information. Internet access will be created to allow direct community access not only to crime information affecting citizens and their neighborhoods but general information about the department as well. Crime statistical information will be packaged into user friendly and intuitive programs to make data meaningful to those not schooled in information systems;technologies such as touch screen may be incorporated to meet that goal. Such topics such as "how to obtain a restraining order"or "how to apply for a citizens academy" or how to participate in a "ride along" would all be available through the network. While the original project concentrated on identifying and creating linkages,this project will focus on the information delivered to both the community and within the department. A quick look at cities across the country reveals that St. Paul is unique in cultivating partnerships between the city and its neighborhoods. For many years,the city has been divided into 17 planning districts, each representing a neighborhood and each providing a unique opportunity for government to relate to citizens at the grass roots level and for citizens to be truly part of their city and its government structure. Those district councils have laid the foundation for a level of neighborhood involvement that is among the highest in the country. The police department has long recognized the importance of that partnership opportunity and taken many steps to cultivate relationships and involve those councils with the St. Paul Police Department's Community Oriented Policing (COP)program. This program will further enhance that relationship by establishing "one stop shopping"for St. Paul Police information available to 1 - � �� q �.- �a�y , anyone with PC access. In addition,this capability will be available at the police district and storefront offices around the city to give access for those who do not have technology in their homes. To further enhance internal communication, an intranet will be created to provide fingertip access to various departmental databases that now require time-consuming manual paper searches. Lastly,this project will demonstrate the effectiveness of bringing law enforcement and criminal justice information directly to the community in a wireless mode. Many times officers attend meetings, discussions with community groups, business people etc. where information is not readily accessible. The community wants information about crime at a particular location;the number of street crimes in a certain block; how does this year compare with last etc. Mobile, wireless access to records databases is an idea whose time has come. Today,technology supports will support that type of access, commonly used in the business world by sales people, service technicians and others who need instant access to database information. Police officers should be equipped with tools that offer no less capabilities. Creating these information resources will take equipment and software estimated to cost about $192,000. Obviously, a more detailed budget must be prepared based upon requirements of the COPS office. This preliminary proposal is intended to indicate the St. Paul Police Department's commitment to continue with the demonstration project begun last year. We look forward to favorable action on this plan and stand ready to complete whatever documents might be needed to make this project a reality. 2
