2 Whereas, the Wilder Foundation is working with the State of Minnesota, the City of Saint
3 Paul, the Saint Paul Board of Education, Ramsey County and private funders on developing
4 community based schools that would provide comprehensive education and related services to
5 Saint Paul youth;

7 Whereas, it is in the City's interests to explore the opportunities and benefits that this project
8 could provide to Saint Paul youth;

10 Whereas, similar projects have been undertaken in other parts of the United States specifically
11 New York City;

13 Whereas, the Wilder Foundation, Hubbard Broadcasting Corporation, and the Deluxe
14 Corporation have offered to pay the travel and related expenses of City officials to visit New
15 York City on a site visit with representatives of the other entities involved on October 2, 1996
16 the purpose of which will be to learn more about the proposed Wilder Foundation project.

18 Whereas, under state law and City Charter and Administrative Code, the City of Saint Paul
19 can accept gifts for and on behalf of the City, which gifts then become property of the City
20 and are available for appropriation by the City Council for public purposes.

22 Now, Therefore, be it Resolved by the Saint Paul City Council:

24 1. The City Council accepts the offer of the Wilder Foundation, Hubbard Broadcasting
25 Corporation, and the Deluxe Corporation to pay the travel, meals and related expenses related
26 to the site visit to New York City on or about October 2, 1996.

2 2. The City Council appropriates the use of the Gift to the Mayor for use by the Mayor and a
3 designee and further appropriates the use of the Gift to the City Council for the use of
4 Councilmember Dan Bostrom and another Councilmember to be identified or their designees.

6 3. The City Council finds and determines that the City's acceptance and appropriation of the
7 Gift for the purpose of improved educational and related opportunities for Saint Paul youth is
8 of benefit to the citizens of Saint Paul and serves public purposes.
