STAFF PRESEI3T: Mike Urmann, Fire Prevention; Chuck Votel, Code Enforcement.
The meeting was called to order at 1:30 p.m.
1120 Grand Avenue
Mr. Urmann said he spoke to the appellant and explained the standard appeal would be
recommended.
Mr. Strathman granted a variance on the nonconforming doors with the following conditions:
1) when the doors need to be replaced, they will be replaced with conforming fire rated doors,
and 2) the building must otherwise be in compliance.
1610 Charles Avenue
Mr. Urmann said he spoke to the appellant and explained the standard appeal would be
recommended.
Mr. Strathman granted a vaziance on the nonconforming doars with the following conditions:
i) when the doors need to be replaced, they will be replaced with conforming fire rated doars,
and 2) the building must otherwise be in compliance.
1148 East Minnehaha Avenue
(Appeal of Summary Abatement Order listed under Legislative Hearing, action taken at
the Property Code Enforcement Hearing)
No one appeared to represent this properry.
Chuck Votel appeared and stated Code Enfarcement has been dealing with this properry for the
last year. The current owner purchased the property sometime last Spring. At the time of
purchase the owner was notified of outstanding correction orders. The arders have not been
complied with. Henry Thomas, owner, was informed that the properry needed to be registered
as a rental dwelling under city provisions. Mr. Thomas agreed to this, but failed to comply and
was issued a citation for not registering the property. Recently there was a fire in the second
floor. An inspection was completed and it was determined that second floor unit is uniivable,
due to the extent of water and smoke damage. The first floor tenant was unavailable, however,
there was a padlock on the door which indicated the door was being locked from the outside.
A notice of condemnation as unfit for human habitafion and order to vacated, was issued on
December 27, 2000 with a compliance date of 7anuary 2, 2001. On 7anuary 2, 2001, the first
floor tenant contacted Code Enforcement. The tenant is no longer living in the first floor unit.
An inspection of the unit was completed and there was little water or smoke damage. The heat

in the unit is very sporadic. The basement is wide open and full of garhage and rubbish. The
tenant stated that people are breaking into the basement repeatedly to party. The tenant is not
residing in the first floor unit for safety reason and intends to vacate personal belongings in two
to three weeks. Code Enforcement is requesting that the appeal be denied since the second
floor unit is vacant and the first floor unit has vacated everytlung except personal belongings.
The owner needs to make repaus to the property before it can be occupied.
Gerry Strathman stated, let the record show that the appellant did not appeaz. A time period of
twenty five minutes elapsed after the scheduled heazing at 130 p.m.
Gerry Strathman recommended the appeal be denied based on the staff report, and no one
appeared to represent the properry.
The meeting was adjourned at 1:55 p.m.
