1 1997 PROCESS RECOM DATIONS
2 WHEREAS, on September 28, 1994, the City Council of the City of Saint Paul established the
3 Neighborhood Sales Tax Revitalization (STAR) Program, C.F. 94-1127; and
4
5 WHEREAS, Department of Planning and Economic Development (PED) staff have conducted an
6 evaluation of the first two cycles of the STAR Program, including public input; and
7
8 WHEREAS, the Mayor recommends to the City Council the process changes described on Attachment A,
9 and as summarized below; and
10
11 WHEREAS, Attachment A, pg 4 describes methods for identifying and developing high quality proposals:
12 1) early, active participation of Council Members in identifying issues and priorities through
13 geographically based forums with community groups and individuals interested in applying
14 for STAR funds; and
15 2) requiring prioritized letters of recommendation from individuals and organizations; and
16 3) provides technical assistance from city staff in the development of proposals; and
17 4) provide more time for the development of strong, well concieved proposals; and

28 NOW, THEREFORE, BE IT RESOLVED, that the City Council approves the 1997 changes to the
29 Neighborhood STAR process as described in Attachment A.

�k Process Recommendation I: Proposal Identification & Development
Emphasize up front strategic thinking and planning at all levels and community collaboration
prior to the submission of applications. Improve the quality of the applications qualitatively
and technically. Expect early and active participation of Council, community groups,
interested individuals and staff in development of proposals.
A. COUNCILMEMBERS - At the beginning of the new STAR cycle, convene a
forum/meeting of community groups and individuals interested in STAR funding, to
identify key issues and priorities, through geographic based forums, which might be
addressed through STAR funding. Facilitate collaborations among groups and
individuals to produce strategic proposals. City staff will facilitate meetings, bring
relevant information and other City staff to address existing small area plans, planned
street paving projects, and other pertinent City initiatives. Councilmembers would
have the opportuniry to indicate to community groups and individuals the rypes of
proposals they would find most compelling.
B. COMMiJNITY GROUPS AND INDIVIDUALS IN1'ERESTED IN STAR - Initiate
program and project proposals addressing important neighborhood and community
issues. Indicate level of community support. Provide prioritized letters of
recommendation rather than blanket recommendations for all proposals within
community boundaries or service area.
C. CITY STAFF - Provide technical assistance to applicants, if requested, to help assure
a complete and strong application. Proactively offer assistance and identify projects
which might be good candidates for STAR funding. Use STAR as another funding
source to be used as a tool in accomplishing the City's goals.
D. TIMING - Provide more time in the 1997 cycle, prior to the pre-application deadline,
for neighborhood groups and individuals to develop strong, well conceived proposals.

* Process Recommendations II: Focusing on High Quality Proposals
Encourage more up-front community input, analysis, and identification of needs and
priorities. Encourage efficient and fair process focused on best applications.
A. Application process
l. Pre-apps will be expanded to collect comprehensive proposal information.
2. All pre-applications will be reviewed and the STAR board will cut the pre-
applications to equal approximately twice the available funding-� * (See below)
3. Applicants will be judged on the quality of their pre-application and they are
responsible for presenting the project completely and persuasively.
4. Remaining applicants will be invited to submit final applications which must
include, if applicable:
a. Evidence of site control
b. All required financial information
c. Fully developed budget including construction estimates
d. Applications must be fullv completed. Applications that are
incomplete will be ineligible for further consideration.
5. Applicants will be strongly encouraged to submit a final application draft to
their PED project manager 2 weeks before the application due date. The draft
will be reviewed for completeness. Final applications which are incomplete
after the due date will be dropped.
6. All eligible final applicants will be interviewed.
B. Letters of Support
1. Letters of support from a single organization or individual must be prioritized.
example:If NDC sends letters of support for 5 proposals, they must indicate Ist choice, 2nd, etc.
C. STAR Board Review
1. Meetings will continue to be announced through the city clerk office. In
addition meeting dates will be on the STAR phone message.
2. The STAR board will continue to strive to identify the best possible proposals
within the context of:
a. Information from the Councilmembers' forums
b. Mayor's and Council's annual "specific request for proposals"
c. STAR Program guidelines
