1 WHEREAS, State of Minnesota funds have been made available to the City
2 from the Minnesota Department of Economic Security; and
3 WHEREAS, these funds are targeted to be used to assist female city residents
4 in receiving training and placement in non-traditional occupations; and
5 WHEREAS, the State of Minnesota has designated the City of Saint Paul grant
6 recipient for this program in the Saint Paul area; now, therefore, be it
7 RESOLVED, that upon recommendation of the Mayor, the Council of the City
8 of Saint Paul does hereby approve the acceptance and use of such Sta.te funds as
9 indicated above; and be it
10 RESOLVED, that the proper City of Saint Paul officials are hereby authorized
11 and directed to execute appropriate contracts for delivery of non-traditional
12 employment and training services to women; and be it
13 FURTHER RESOLVED, the Mayor, pursuant to section 1007.01 of the City
14 Charter, does certify that there are available for appropriation revenues in excess of
15 those estimated in the 1996 budget; and

WITNESSETH:
WHEREAS, the DEPARTMENT has been granted funds by the United States, through the Department of Labor,
to provide Employment and Training services for women in nontraditional occupations, and
WHEREAS, the GRANTEE represents that it is duly qualified to perForm the duties undertaken by it under this grant
agreement, and
WHEREAS, the GRANTEE understands and accepts the terms and conditions of this grant agreement as specified
below.
NOW, THEREFORE, in consideration of the premises and of the representations made therein,the parties agree that:
I. r r m: The foregoing recitals are made part of this grant agreement by reference. The GRANTEE shall
implement the Responsibilities and Budget hereto attached as Exhibit A and B, respectively, which is
incorporated herein by reference as a part of this grant agreement.
II. Duties and Payment: GRANTEE shall perform all the services enumerated in#1 and shall be reimbursed for
its expenses in providing these services, provided that the total obligation of the DEPARTMENT for all
reimbursement to GRANTEE shall not exceed 8 300.
These funds are to be expended in the cost categories and amounts shown in the Budget Exhibit B which is
attached hereto, incorporated by reference herein and made a part hereof. The DEPARTMENT shall not be
responsible to reimburse GRANTEE for its payments or liability to the Unemployment Compensation Fund
as a reimbursing employer after termination of GRANTEE's participation in programs under the Act or for any
liability accrued thereunder before the effective date of this Grant.

RESPONSIBILITIES:
.
The responsibilities of the GRANTEE under this Agreement shall be:
1. In accordance with state guidelines, ensure that quantifiable and qualitative
goals for the Workforce Ce�ter are set for training and placing women in
non-traditional employment.
2. Working with the Private Industry Council/Workforce Center Board and other
Workforce Center partner staffs, ensure that the goals are met.
3. Attend meetings of Task Force on NonTraditional Employment. Be an active
participant by offering local Workforce Center perspectives on how training and
placement of women in nontraditional employment can be accomplished.
4. Assist state level coordinator and other staff with workshops/conferences on
nontraditional employment .
5. Attend workshops/conferences on nontraditional emplAyment.
6. Work with employers to maximize efforts at training and placing women in
nontraditional employment.
7. Work with state level coordinator and Women in the Trades to maximize efforts
in nontraditional employment
8. Develop brochures, flyers, and public relations materials for both job seekers
and employers emphasizing the potential of nontraditional employment in the
local Workforce Center service area.
9. Share the material with state level coordinator and with other Workforce Centers
10. Share material on nontraditional employment with Workforce Center partners.
11. Provide technical assistance and training for employers and other Workforce
Center staff. �
