1 RESOLVED, That in accordance with Section 77.07 dealing with Sewer Service
2 Availability Charges, the Council does hereby set a public hearing on the proposed Sewer Service
3 Availability Charges for the year 1997 to be held on December 1 �j 1996 at 4:30 P.M., in the
4 Council Chambers, and the City Clerk is hereby directed to publish notice of said hearing; the
5 publication of which is to be had at least seven days before the hearing.

Letter from Metropolitan Council Environmental Services informing government agencies of
new SAC charge from $900.00 to $950.00 for 1997. The full SAC is paid by the builder or
property owner. Therefore, passing the increased charge to them would not be a change
in the City's policy. '

ADVANTAOE3 IF APPROVED:
The increase in SAC Unit Charges for the new year is not a new procedure and should be
expected by the builder or property owner. However, if the City of Saint Paul paid the
increase it would cost the City $30,000.00 if the same number of SAC Charges are made as
in 1996.

The Metropolitan Council - Environmental Services has established the 1997 SAC rates.
Effective January 1, 1997, the SAC rate will be $950 for most communities, and $885 for 4
communities who do not have metropolitan interceptor service. These communities are
� Cottage Grove, Hastings and Stillwater. The 1997 rates reflect an increase of$50 and
$65, respectively.
SAC is collected by your community as users connect to the Metropolitan Disposal
System or as a user's potential or peak sewage increases. The SAC funds collected pay
for the reserve capacity portion of the debt service incurred to expand and improve
sewer facilities. These facilities provide the sewer collection and treatment service _
stipulated for your community in the Metropolitan Council's comprehensive sewer plan.

1 WHEREAS, To comply with the Metropolitan Council Environmental Services (MCES's)
2 method of charging local governing bodies for Reserve Capacity Charges, the Saint Paul City
3 Council, pursuant to Section 77.07 of the Saint Paul Legislative Code, adopted Resolution C.F.
4 260524 on January 23, 1973 (Chapter A-7 Administrative Code) as amended, which establishes
5 Service Availability Charges (SAC); and
6
7 WHEREAS, The Metropolitan Council Environmental Services has increased the unit
8 charges for the year 1997 from $900.00 to $950.00 per unit; now therefore be it
9
10 RESOLVED, That Council Resolution C.F. 260524, adopted January 23, 1973, as
11 amended, be and the same is hereby further amended so as to increase the SAC unit charge from
12 $900.00 to read $950.00 per unit; and be it
13
14 FLJRTHER RESOLVED, That this amending resolution shall take effect and be in force
15 from and after its passage and approval.
