15 repeatedly eapreasea their fruatrationa with speeders and other
16 tr�c violatore,and the City's problema with dealing with
17 theae violatore,and

19 Whereas the City of Saint Paul entered into a Safe&Sober
20 Communities grant in 1996 with the Minnesota Department of
21 Public Safety,which reaulted in additional traffic enforcement
22 in the City aimed at improving traffic safety,and
23
25 Whereas the Minnesota Department of Public Safety has agreed to
26 eatend the Safe&Sober Communities grant into 1997,therefore,
27
28 BE IT RESOLVED that the City of 5aint Paul enter into a grant
29 agreement with the Minnesota Department of Public Safety,Office
30 of Tra�c Satety for the project entitled 5AFE&SOBER
31 COMIVILJNITIES durin�the period from February 1,1997 throu¢h January 31,1998

The citizens of St. Paul routinely complain about traffic violators including speeders,
impaired drivers and young drivers ignoring traffic laws. In 1996 the City received a
Safe & Sober Grant of $45,000 to put police officers on the street on an overtime basis
to combat these problems. The program has been a success. The Minnesota Department
of Public Safety is offering a $30,000 grant for Safe & Sober 1997.
ADVANTAOEH IF APPROVED:
Approximately 800 additional traffic enforcement hours on the street resulting in
hundreds of contacts, hundreds of traffic tags and dozens of arrests. Tags will
generate some additional general fund revenue. City will receive a $30,000 Safe &
Sober Grant.
