1 Whereas,the Saint PaalPolic epartment Ordnance Disposal Unit assisted the 3M Company in the render-safe
2 of 132 plugged gas cylinders containing tetrafluoroethylene,and

4 Whereas,this chemical has the potential to form explosive peroxides making them extremely unstable,and
5
6 Whereas,all cylinders were vented and remotely rendered-safe,and
7
8 Whereas,the vented cylinders were recovered 6y the 3M Company for disposal at their chemilite facility,and
9
10 Whereas,the 3M Company has also offered to donate to the Saint Paul Police Department a Pan Disrupter
11 used to remotely disrupt explosive devices,and

13 WHEREAS,The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul,does certify that
14 there are available for appropriation funds in excess of those estimated in the 1996 budget; and

16 WHEREAS,The Mayor recommends that the following addition be made to the 1996 budget:

The 3M Company requested the Saint Paul Police Department Ordnance Disposal Unit to assist in the render-safe and
disposal of 132 plugged gas cylinders.
ADVANTAQES IF APPROVED:
Highly explosive and extremely unstable chemicals will be disposed of safely and properly and receive a Pan Disrupter
as a contribution.
