Whereas the City wishes to support the hiring of Females and People of Color in the construction
industry , and
Whereas the State of Minnesota.has adopted construction hiring goals for the City of Saint Paul
based upon the most recent census;therefore be it resolved
That the City supports adopting the following construction hiring goals for all construction
contracts over$50,000 effective January 1, 1997:
Female 9.4%
� Unskilled Minority 14.3%
Skilled Minority 15.4%

The current City construction hiring goals of 6.9% for Females, 8% for Skilled Nfinorities an�l 15% for
Unskilled Minorities hav�l�een in place for over 17 years and are based upon 1970 cens�s data. In 1993 the
5tate of Minwesota adopt:ed 3tate goals for the City of Saint Pau1 based upan a broad ba�e,d committee
recommendation and 1990 census data..
