2 WHEREAS, the City of Saint Paul has spent tremendous time and effort to develop a
3 comprehensive legislative agenda to be considered as part of the Saint Paul Legislative
4 Agenda Package�for the 1997 Legislative Session; and
5
6 WHEREAS, the proposed support of legislative efforts of outside groups and
7 organizations is important and has been thoroughly discussed and analyzed; has been
8 discussed and forwarded by the City Council; now therefore be it
9
10 WHEREAS, it is understood that legislative issues will likely continue to arise as the
11 legislative process progresses, now therefore be it
12
13 RESOLVED, that the City Council of Saint Paul does hereby recommend to the
14 Minnesota Legislative the passage of legislation that will include the following legislative
15 initiatives brought forward by outside groups and organizations:
16
17 1. Protection of Saint Paul property tax payers and City operations during
18 discussions and actions surrounding property tax reform/school funding and
19 local government aid.

21 2. League of Minnesota Cities efforts to protect cities' authority to manage the
22 public right-of-way.

24 3. Funding for the reclamation of brownfields and associated statutory changes.

26 4. Wilder Community Schools Proposal.

28 5. Protection of Saint Paul's interests as efforts proceed regarding the funding for
29 and designation of a site for the construction of a new Minnesota Twin's
30 baseball stadium.

32 6. Funding for the Phalen Corridor Initiative for purposes such as roadway right-
33 of-way acquisition and polluted site cleanup, relocation or extensive remodeling
34 of existing business, Customized Job Training, and the deconcentration of low-
35 income housing.

37 7. Funding for workforce development efforts and customized job training needs.

3 9. Continued Funding for after-school youth enrichment grants.

5 10. Efforts to provide continued reform of tax increment financing regulations that
6 are fair and equitable to Saint Paul.

8 11. Funding for various crime prevention efforts.

10 12. Continued funding for the Community Resources Program (CRP).

12 13. Funding from Legislative Commission on Minnesota Resources (LCMR) for
13 Phalen Wetland restoration and Metropolitan Parks.

15 14. Continued authority for Livable Communities Program and other housing
16 rehabilitation and development programs.

18 15. Support of operations and maintenance funding for Metropolitan Regional
19 Parks.

21 16. Housing policy efforts and funding that are beneficial to Saint Paul.

23 17. Metropolitan Council's Growth Options efforts that are beneficial to Saint Paul.

25 18. Protection of the interests of Saint Paul and its citizens regarding the efforts
26 surrounding misdemeanor enforcement and revision of the criminal code.

28 19. Funding for revision of comprehensive plans are mandated by State.

30 20. Reduction in the right of redemption period for mortgage foreclosures.

32 21. Enable State Department of Administration to use State Building Permit
33 Surcharge funds for training and education of local building inspection staff.
