96-1423 � 1('�(� � � ` ,(� � ,^ „ � � � \-p� I q r Council File # � � — � �{ � 3 I `� t 1 �j \J �J 1 \0 Green Sheet # � � RESOLUTION CITY OF SAINT PAUL, MINNESOTA Presented By Referred To Committee: Date 1 2 3 WHEREAS, the City of Saint Paul together with the Ramsey County Board have passed 4 resolutions endorsing a Joint Powers Agreement for the purchase of services and eventual merger 5 of the Saint Paul and Ramsey County Public Health Departments; and 6 7 WHEREAS, the discussion and resolution of the issues of impact of this Joint Powers 8 Agreement on terms and conditions of employment for City bargaining units needs to be 9 accelerated and substantially completed prior to the City and County's vote on the levy in mid- 10 December, 1996; and 11 12 WHEREAS, to negotiate the issues relating to these impacts with five separate bargaining 13 units is a complicated and time consuming process involving extensive preparation and numerous 14 meetings; and 15 16 WHEREAS, the City Labor Relations Office, is responsible for the negotiation of 17 contracts with more than twenty bargaining units for the upcoming 1997 contract year as well 18 as the day to day processing of contract grievances; and 19 20 WHEREAS, it is impossible for Labor Relations to perform these duties and at the same 21 time handle the complex and time consuming negotiation of issues relating to the Joint Powers 22 Agreement; and 23 24 WHEREAS, Section 23.02 subd. 2 of the Saint Paul Administrative Code authorizes the 25 City Council, upon request of the City Administration, to appoint labor consultants to aid and 26 assist in labor relations activities; and 27 28 WHEREAS, Mr. Craig Ayers, an accomplished labor negotiator and labor attorney, who 29 has been involved in the negotiation of numerous prior mergers of large government entities, is 30 available to act as labor negotiator regarding the impacts of this Joint Powers Agreement; now 31 therefore be it 32 33 RESOLVED that by virtue of the aforesaid special and unusual circumstances Craig M. 34 Ayers of the firm of Ratwik, Roszak and Maloney, P.A. be retained to act in the role of City 35 labor negotiator in this matter; and work with the Labor Relations Office and the City Attorney's 36 Office regarding labor issues related to the Joint Powers Agreement; and 37 38 39 40 41 � 42 43 1 � C� - I �-1 �3 2 FURTHER RESOLVED that these services will be provided by Craig M.
