1 Whereas,one petition has been received in the Office of the City Clerk alleging public nuisances at 1161 Norton
2 Avenue and 1165 Norton Avenue ("Petition"); and
3 Whereas, the City Clerk was unable to verify whether said petition satisfied the sixty percent requirement of
4 Administrative Code §91.03;however,pursuant to the same section of the Administrative Code,the Council may
5 accept the petition and schedule and conduct a public hearing after proper notice has been provided to the affected
6 property owners;
7 NOW,THEREFORE,BE IT RESOLVED BY THE SAINT PAUL CITY COUNCIL:
8 The Petition is hereby accepted pursuant to §91.03(a)of the Administrative Code and a public hearing will be held
9 by the Council on such petition on Wednesday,November 27, 1996, beginning at 4:30 p.m. pursuant to §91.03 of
10 the Administrative Code after proper notice is given to owners of the affected properties by the Council Secretary.
11 The purpose of the public hearing is set forth at §91.03(d) of the Administrative Code:
12 The Council shall consider all written and oral testimony elicited at the public hearing, as well as the
13 documents attached to the petition, and shall, by resolution, either return the matter to the petitioners for
14 insufficient evidence to support the allegations or refer it to the City Attorney's Office for review for
15 sufficiency to file criminal charges or to commence a civil action.

RE: Petition to secure a public hearing for 1161 and 1165 Norton Avenue
DATE: September 4, 1996
Attached is a copy of a petition received in the City Clerk's Office, which alleges a public
nuisance as outlined in Chapter 91 of the St. Paul Administrative Code.
As required by Chapter 91, the City Clerk's Office has reviewed the petition to ascertain if 60%
of the owners and tenants within a one block area of the alleged public nuisance have signed the
petition. While it is clear that the petition has not been signed by 60% of the owners and tenants
within one block, it is di�cult to determine the exact percentage. The difficulty arises from the
lack of any accurate list of tenants. The Valuation Division can only supply my office with a
list of uwners within a one block radius (see attached).
Under Section 91.03, �he City Council may, in its discretion, accept the petition and schedule
a public hearing or return the petition to the petitioners for additional signatures.
As required by Council procedure, I am forwarding the petition to you for further action It vou

TO THE CITY ATTORNEY FOR THE CITY OF ST. PAUL
We , the following residents of Norton Street , District County
Number 5 of Ramsey County, are in unity for making our
community a safe and picturesque part of the Como Park
Northend area . We are filing this petition to your office in
hopes of your office helping us to close or condemn the
following properties on Norton Street under the Statute of
Public Nuisance.
116i and 1165 Norton Street are Section 8 homes which are
occupied by no less than ten ( 10) residents . These buildings
are dual residences , however , our under5tanding is that
Section 8 housing programs are designed for single mothers
with children, not unemployed gang members and grown men that
sit in their front yards drinking, doing drugs and hasseling
residents on our street . We are concerned for our children,
and our property value which is dropping at a staggering
rate . We have approached the slumlords of these properties
in an effort to resolve these problems . They have taken no
s�eps to improve these dwellings .
he would appreciate any assistance that your office woulci be
able to give us . Please find enclosed , signatures and
addresses of neighb.ors demanding improvement in our area .
