EXISTING CONDITIONS: The majority of the streets within the project area are oiled streets. Some of the oiled streets have sections of concrete curb. The oiled street surfaces are in fair to poor condition. Cherokee Avenue between Baker and Smith is an old paved street which was constructed in 1923, and is in poor condition. The majority of the existing street lighting within the project area is NSP wood pole lighting, except for Cherokee Avenue between Baker and Smith, and Baker Street between Chippewa and Cherokee, both of hich have bent straw street . lighting systems. _ PROPOSED IMPROVEMENTS Improve the following streets by the construction of concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons, and boulevard sodding and a lantern style street lighting system. (The proposed widths are shown in parenthesis) • CHIPPEWA AVENUE -ANITAPOLIS TO BAIR(30'-32') • DELAWARE AVENUE -ANNAPOLIS TO BAKER(30'-32') • CHEROKEE AVENUE-ANNAPOLIS TO SMITH (30'-32') •OTTAWA AVENUE -ANNAPOLIS T'O GEORGE (30'-32') •GEORGE STREET' - OTTAVVA TO SMITH (30'-32') STEVENS STREET - OTTAWA TO SMITH (30'-32') HING S'IREET - CHEROKEE TO SMTTH (30'-32') SAIR STREET - CHIPPEWA'PO SMITH (30'-32') ' MORT'ON STREET - CHIPPEWA'PO SMTI'H (30'-32') ' PAGE STF2EET - CHIPPEWA TO SMTI'H (30'-327 SIDNEY STREET - CHIPPEWA TO SM1TH (30'-32') CURTTCE STREET - CHIPPEWA'PO SMTI'H (30'-32') WINONA STREET - CHIPPEWA TO SMITH (30'-32') WYOMING STREET - CHIPPEWA TO SMTI'H (30'-32') The existing bent straw street lighting systems on Cherokee Avenue between Baker and Smith and Baker Street between Chippewa and Cherokee will be replaced with a lantern style street lighting system. In addition to the above referenced streets, it is proposed to improve the following street by the construction of concrete curb and gutter, new bituminous surfaced roadway, concrete driveway aprons, and boulevard sodding and a lantern style street lighting system. This street is being done to complete sewer separation work on this block of street. HAI.L AVENUE -ANNAPOLIS TO WYOMING (32') --i -c o ALTERNATESi To do nothing would be inconsistent with the city's commitment to improve existing oiled and older paved residential streets. POSITIVE BENEFITS: General improvement of the public right-of-way will enhance and add quality to the neighborhood. Street oiling would be eliminated. Lantern style lighting will enhance neighborhood safety and esthetics. ADVERSE EFFECTS: Normal problems associated with construction such as noise, dust and general disruption will be present. EFFECTS ON TREES: The alignment of the curbs will be selected to minimize the loss of trees. New trees will be planted as part of the boulevard restoration TIME SCHEDULE: The project will begin in the spring of 1996 and will be completed by late fall of 1996. There will be further restrictions on the amount of time work is done on individual segments of streets. COST ESTIMATES: Street Paving $ 2.021,080 Lignting i,i io Engineering $ 495.930 PROJECT TOTAL $2,958.120 ESTIMATED FINANCING: 1997 C1B w 2,192,454 Assessments $ 765.666 PROJECT TOTAL $2,958120 The assessment rate for the street paving and lighting is $23.0?
