WITNESSETH:
WFIEREAS, the Board of Independent School District �o. 625, has by �irtue of Board
Fite No. approved , authorized an agreement with the City of
Saint Paul Police Department for the purpose of providing services relatin� to School Police
Patrol; now T��REFORE,
IT IS HEREBY AGREED by and between the parties as follows:
District will pay City for services listed on Exhibit'`A° attached hereto. ��hich are rates,
periods of time and duties.
II.
Persons connected ��ith the pro�ram will rzmain emp(oyees of the City and, therefore, be
covered by the City's workers compensation prosram; will be paid by the City and entitled to City
frin�e benefits. V

City wzll perform services in accordance w E�ibit "A° attached hereto, as directed by

Cost of services for said program sha11 not exceed the sum of eighteen thousand, three
hundred eighty seven dollars. ($13,387.00).

That the District a�rees to abide strictl� by Chapter 13 of the vlinnesota Statutes

local laws or ordinances.

That each party agrees it will be responsible for its own acts and/or omissions in carrying
out the terms of this A�reement and the results thereof to the extent authorized by law and shal]
not be responsible for the acts and/or omissions of the other party and the results thereo£ This
provision does not waiver any statutory liabilit� limits.
VIII.
That the District or City may request changes that would increase, decrease or otherwise
modify the Scope of Services. Such changes and methods of compensation must be authorized in
writing in advance by the City and District.
IX.
That any alterations, amendments, deletions or �vaivers of the provisions of this
Agreement shali be valid only when reduced to writing and duly signed by the panies.

electrical power surges or current fluctuations, nuclear or other civil military emergencies, or acts
of legislative, judicial, executive or administrative authorities.

The contract between the Saint Paul Police Department and the Saint Paul Public Schools for the
Police Department to provide services for the elementary School Patrol Pro�ram shall include=
A 37-week contact - up to 15 hours per week, not to exceed a total of �5� hours for
2000-2001. Inclusive dates would be September 5, 2000 to 7une 12, 2001, excluding
winter break and spring break.
2. Provide services to the schools in the areas of
a Swearing in of School Patrol officers.
b. Trainin� of Schoot Patroi officers.
c Assistance to and for teachers of School Patrol supervisors.
d. Periodic supervision of School Patrol comer crossings.
e Assist in determining safe routes to school(s).
3. Salarv:
Salary wi11 be houdy rate of pay ptus frin�e benefits. Officer Fred Slemmons is currently
assi�ned. His 2000 hourly wage is �25.64, plus $7.031hour frin�e benefits =$32.67(hour
Officer Slemmons' 2001 hourly wage is �2b �3, plus $6.95Jhour frin�e benefits =
$33.48/hour.
Estimate salary for ZQ00-2001 school year is as foltow:
September 5, 2000 - December 22, 2000.

A, PER7lNENT FACTS:
1. There has been ari ongoing contract between the Saint Paul Police Department and the
School District tor super�ision of the School Patrol Program.
2. This contract provides for the services of a Saint Paul Police Officer for thirty-seven (37)
weeks at fifteen (15) hours per week.
3. This Officer is to provide supervisian of the District's School Patro( services, i�cluding
training and swearing of patrol members, assistance to and for buiiding school patrol
supervisors, and periodic supervision of school patro4 crossings. -
4. Services are to be provided between September 5, 2000 and June 12, 2001.
5. School Patrol expenses are to be charged against Transportation Department School
Patroi Budget as a related service.
6. Contract expenses in the amount of $18,387.00 fior services and $1,120.00 for mileage
are to be charged against Transportation Department Budget No. 03-005-687-720-6305-

Department, hereinafter referred to as "City",
WITNESSETH:
WFIEREAS, the Board of Independent School District �o. 625, has by �irtue of Board
Fite No. approved , authorized an agreement with the City of
Saint Paul Police Department for the purpose of providing services relatin� to School Police
Patrol; now T��REFORE,
IT IS HEREBY AGREED by and between the parties as follows:
District will pay City for services listed on Exhibit'`A° attached hereto. ��hich are rates,
periods of time and duties.

Persons connected ��ith the pro�ram will rzmain emp(oyees of the City and, therefore, be
covered by the City's workers compensation prosram; will be paid by the City and entitled to City
frin�e benefits. V

Cost of services for said program sha11 not exceed the sum of eighteen thousand, three
hundred eighty seven dollars. ($13,387.00).

VI.
That the District a�rees to abide strictl� by Chapter 13 of the vlinnesota Statutes
(�linnesota Go�'enment Data Practices Act) a; well as ane� other applicable federai, state ar.d
local laws or ordinances.
VII.
That each party agrees it will be responsible for its own acts and/or omissions in carrying
out the terms of this A�reement and the results thereof to the extent authorized by law and shal]
not be responsible for the acts and/or omissions of the other party and the results thereo£ This
provision does not waiver any statutory liabilit� limits.
VIII.
That the District or City may request changes that would increase, decrease or otherwise
modify the Scope of Services. Such changes and methods of compensation must be authorized in
writing in advance by the City and District.
IX.
That any alterations, amendments, deletions or �vaivers of the provisions of this
Agreement shali be valid only when reduced to writing and duly signed by the panies.

That neither the City nor the District shall be heid responsible for non-performance of its
duties or responsibilities under this Agreement if the party's performance was prevented by acts
or events beyond the paRy's reasonable control includin�, but not limited to: severe weather and
storms, earthquake or other natural occurrences, strikes and other labor unrest, po�ver failures,
electrical power surges or current fluctuations, nuclear or other civil military emergencies, or acts
of legislative, judicial, executive or administrative authorities.

and negotiations between the parties relating to the subject matter herein.

The contract between the Saint Paul Police Department and the Saint Paul Public Schools for the
Police Department to provide services for the elementary School Patrol Pro�ram shall include=
A 37-week contact - up to 15 hours per week, not to exceed a total of �5� hours for
2000-2001. Inclusive dates would be September 5, 2000 to 7une 12, 2001, excluding
winter break and spring break.
2. Provide services to the schools in the areas of
a Swearing in of School Patrol officers.
b. Trainin� of Schoot Patroi officers.
c Assistance to and for teachers of School Patrol supervisors.
d. Periodic supervision of School Patrol comer crossings.
e Assist in determining safe routes to school(s).
3. Salarv:
Salary wi11 be houdy rate of pay ptus frin�e benefits. Officer Fred Slemmons is currently
assi�ned. His 2000 hourly wage is �25.64, plus $7.031hour frin�e benefits =$32.67(hour
Officer Slemmons' 2001 hourly wage is �2b �3, plus $6.95Jhour frin�e benefits =
$33.48/hour.
Estimate salary for ZQ00-2001 school year is as foltow:
September 5, 2000 - December 22, 2000.

while attending such meetings or conferences as may be required by the District.

A, PER7lNENT FACTS:
1. There has been ari ongoing contract between the Saint Paul Police Department and the
School District tor super�ision of the School Patrol Program.
2. This contract provides for the services of a Saint Paul Police Officer for thirty-seven (37)
weeks at fifteen (15) hours per week.
3. This Officer is to provide supervisian of the District's School Patro( services, i�cluding
training and swearing of patrol members, assistance to and for buiiding school patrol
supervisors, and periodic supervision of school patro4 crossings. -
4. Services are to be provided between September 5, 2000 and June 12, 2001.
5. School Patrol expenses are to be charged against Transportation Department School
Patroi Budget as a related service.
6. Contract expenses in the amount of $18,387.00 fior services and $1,120.00 for mileage
are to be charged against Transportation Department Budget No. 03-005-687-720-6305-
0000.

8. RECOMMENDATION:
That the Board of Education of independeni Schoo! Distr+ct No. 625 authorize the
Superintendent or designee to approve the agreement with the Saint Paui Poiice Department
for supervision of the DistricYs School Patro4 for the 2064-2001 school year in the amount of
�18,387.00 for services and 51,120.00 for mileage.
