1 SAINT PAUL POLICE TAKE-HOME SQUADCAR PROGRAM - POLICY DIRECTION
2 WHEREAS, Saint Paul residents feel safer when a police offcer can park a marked squadcar on their neighborhood
3 street when the police officer is off-duty, and
4 VVHEREAS,The Saint Paul Police Department has a limited number of marked squadcars that they can a11ow oi�
5 duty police officers to take home to park on local streets as a positive way to help deter neighborhood crime, and
6 WI�REAS, The City Council has determined during its 1997 Budget Decision-Making Process that the City cannot
7 afford to increase the number of marked cars to a11ow for an increase in the "Saint Paul Take-Home Squadcar
8 Program," and
9 WHEREAS, The Saint Paul Police Chief has the discretion as to how to assign the use of take-home cars, and he
10 can use the program as an incentive to have more Saint Paul police officers live within the boundaries of the City of
11 Saint Paul, now therefore
12 BE TT RESOLVED, By the Saint Paul City Council, That the"Saint Paul Police Take-Home SquadCar Program"
13 shall not allow the use of marked squads or unmarked police vehicles to be assigned as take home vehicles for
14 employees of the Saint Paul Police Department living outside of the Saint Paul City limits, except that marked K-9
15 Squad cars may be assigned as take-home cars to K-9 Officers living outside the corporate limits of Saint Paul.
FURTHER RESOLVED, no unmarked police vehicle can be taken home, except by the Police Chief.
