3 WHEREAS, the Board of Commissioners of the Housing and Redevelopment Authority of the City of
4 Saint Paul have adopted the HRA Budget for the Fiscal Year 1997 through its Resolution 96-12/, subject
5 to the approval of the City of Saint Paul; and

7 WHEREAS, the Board of Commissioners of the Housing and Redevelopment Authority of the City of
8 Saint Paul, pursuant to the provisions of Minnesota Statutes, Section 469.033, have levied the
9 Redevelopment and Relocation tax to be collected in 1997 through its Resolution 96-12/ , subject to the
10 approval of the Council of the City of Saint Paul; and

12 WHEREAS, the Redevelopment and Relocation tax levy is necessary for the financing of appropriations
13 within the 1997 HRA Budget; now, therefore, be it
14
15 RESOLVED, by the Council of the City of Saint Paul that, pursuant to the provisions of Minnesota
16 Statutes, Section 469.033, the Redevelopment and Relocation tax levied by the Housing and
17 Redevelopment Authority of the City of Saint Paul, to be collected in 1997 in the amounts set forth
18 below, is hereby approved:

38 FURTHER RESOLVED, that pursuant to the provisions of Minnesota Statutes 469.033, the City Clerk is
39 hereby directed to certify this Tax Levy Resolution to the County Auditor of Ramsey County immediately
40 upon adoption and approval of this resolution.

42 FINALLY RESOLVED, that pursuant to the provisions of Minnesota Statutes 469.033, the HRA
43 BUDGET for the fiscal year beginning January 1, 1997, as adopted by the Housing and Redevelopment
44 Authority of the City of Saint Paul, is hereby approved.

RESOLUTION LEVYING THE REDEVELOPMENT TAX AND THE
RELOCATION TAX, PAYABLE IN THE YEAR 1997, ON ALL
REAL AND PERSONAL PROPERTY WITHIN THE CITY OF
SAINT PAUL AND ADOPTING THE 1997 HRA BUDGET.
WHEREAS, the Executive Director has submitted her recommended Budget for the Housing and
Redevelopment Authority of the City of Saint Paul for the �scal year beginning January 1, 1997; and
WHEREAS, the above stated budget is shown in the Budget Document, 1997 Pronosed Bud�et-Housin�
and Redevelopment Authoritv of the Citv of Saint Paul; and includes appropriations and financing in the
following funds and amounts:
HRA General Fund $3,563,722
HRA Debt Service Fund 19,656,145
Housing Rehabilitation Fund 1,351,750
New Housing and Blighted Lands Tax Increment Fund (1,234,876)
Neighborhood Development Tax Increment Fund (1,404,272)
Riverfront Development Tax Increment Fund 73,000
HRA Downtown and Seventh Place Redevelopment Fund 1,084,231
HRA Business Loan Enterprise Fund 4,203,023
HRA Housing Loan Enterprise Fund 4,274,590
NOW, THEREFORE BE IT RESOLVED, that pursuant to the provisions of Minnesota Section
469.033, Subd. 6, the Housing and Redevelopment Authority of the City of Saint Paul does hereby levy the
Redevelopment Tax payable in the year 1997, on all real and personal property within the City of Saint Paul,
computed in the manner provided by Minnesota Statutes, Section 469.033, Subd. 6, with all adjustments
authorized by law. The Redevelopment Tax payable in 1997 is $968,225, which amount is authorized by law.
This amount is subject to fmal adjustment; and, be it
FURTHER RESOLVED, that pursuant to the provisions of Minnesota Statutes, Section 469.033, Subd.
6, the Housing and Redevelopment Authority of the City of Saint Paul does hereby levy the Relocation Tax
payable in the yeaz 1997 on all real and personal property within the City of Saint Paul, computed in the
manner provided by Minnesota Statutes, Section 469.033, Subd. 6, with all adjustments authorized by law. The
Relocation Tax payable in 1997 is $96,084, which amount is authorized by law. This amount is subject to final
adjustment; and, be it
FURTHER RESOLVED, that the HRA Budget for the fiscal yeaz beginning January 1, 1997, as shown
in the Budget Document: 1997 Proposed Budget-Housing and Redevelopment Authority of the City of Saint Paul
is hereby adopted, as revised by the Board of Commissioners; and, be it
FURTHER RESOLVED, that the various amounts of spending are hereby appropriated and the various
amounts of financing are hereby approved by the adoption of the Budget; and, be it
FURTHER RESOLVED, that the Executive Director is hereby authorized and directed to submit the
1997 HRA Budget to the Mayor of the City of Saint Paul to be submitted to the Council of the City of Saint
Paul for consideration, approval, and certification in the manner provided by law.
