1 WfIEREAS, St. Paul Administrative Code § 2.05 (B) (2) in pertinent part provides that:
2 State of the city. The mayor shall present to the council a comprehensive message of the state of
3 the city, which shall include proposed legislarion, state and city, proposed new plans or programs
4 to be carried out by the various deparhnents, agencies and comxnissions of the city and
5 amendments or changes in existing plans or programs and;

WHEREAS, Mayor Norm Coleman will be presenting his State of the City address for the year
2001 at the concourse of the Union Depot on March 13, 2001; and
10 WHEREAS, the owner of that property, the United States Postal Service ("USPS") has
11 authorized the city's use of the concourse of the Union Depot as the site for the delivery of the
12 mayor's State of the City address, subject to the city's execution of a license agreement for the
13 use of that facility, together with an agreement to indeimiify the USPS from any liability
14 associated with the use of that facility; and

WHEREAS, there exists a public purpose for the city to undertake such indemnification;
NOW, THEREFORE, BE IT RESOLVED, that the St. Paul City Council hereby authorizes
the city to enter into a license agreement and an agreement to indeuuufy the USPS for the use of �
the concourse of the Union Depot by the mayor for his delivery of the State of the City address
on March 13, 2001; and
BE IT FLJRTHER RESOLVED, that the mayor or his designee is hereby authorized to execute
any and all necessary documents to that effect.
