1 WHEREAS, The City of Saint Paul, Division of Parks and Recreation has submitted a grant
2 application for potential funding of the After School Enrichment Program, and
3 WHEREAS, The State of Minnesota is authorized to make grants to community collaboratives
4 for the purpose of implementing pilot after-school enrichment programs for young people
5 living in designated neighborhoods, and
6 WHEREAS, This program is expected to increase the number of children participating in
7 after school activities, and reduce the juvenile crime rate and police calls involving
8 juveniles during afternoon hours, and
9
10 WHEREAS, The Mayor, pursuant to Section 10.07.01 of the City Charter, does certify that
11 there are available for appropriation, revenues in excess of those estimated in the 1996
12 budget, and
13 WHEREAS, Council File 277520, adopted October 1, 1981 did establish certain Special Fund
14 policies, and
15 WHEREAS, The Mayor recommends the following changes to the 1996 budget:
