Recreation INITIATING PROBLEM,ISSUE,OPPORIUNIIY(Who,What,When,Where,Why1: The soil under the Clubhouse portion of the Rice and Arlington Dome Project has proved to not be as stable as indicated by the original soil borings. In order to stabilize the building it is necessary to do deeper pillings than anticipated and to build a structural slab on which the building will sit. These items will increase the cost of the Project by 5385,000. The Project cannot absorb all of these increases. The general fund will loan the Project 5250,000 with the first payment due in the year 2000. Revenue from the Project will be used to make these payments.
