1 WHEREAS, a group of Minnesota investors have submitted an application for an NHL expansion team
2 for consideration by the National Hockey League Board of Governors, and

4 W��REAS, Minnesota is considered to be one of the most attractive sites for professional hockey, and
5 the Saint Paul Civic Center Arena is the desired facility for the team,
6
7 WHEREAS, prior to review by the NHL Board of Governors in mid-January the officials of the City of
8 Saint Paul seek to clarify the terms and conditions of a potential agreement for the use of a facility with a
9 1VF�, team, the improvements that would be necessary, and the financing plan for those improvmments,

li THEREFORE, BE IT RESOLVED, that the officials of the City of Saint Paul hereby direct the Director
12 of Planning and Economic Development, the Executive Director of the Civic Center Authority, and the
13 Director of Finance and Management Services to proceed with all necessary discussions and analysis in
14 order to adequately inform and advise the policymakers of the City of Saint Paul, and
15
16 BE IT FURT'HER RESOLVED that the Mayor and the Councilmembers who also serve on the Civic
17 Center Authority are requested to serve as an oversight committee of the staffteam and to be available to
18 provide direction to the staff team during discussions prior to developing reports and recommendations to
19 the full governing body.

2� BE IT FINALLY RESOLVED that the Saint Paul City Council hereby authorized the City Council Fiscal
2 2 Policy Director to work with the Budget Director and the staff of the Civic Center Authority to review
2 3 the financial condition of the Authority and providing additional assistance as may be desired and
2 4 requested by the staff team.
