We understand this proposal to be part of a conversion of the property from retail to office use. While we appreciate the efforts of the owners to improve the property,we are concerned that the use of the property is being changed without addressing the park on the third level and the special service district that funds its operation and maintenance. Ultimately,the third level park will become an upstairs lobby for the building tenants,thereby losing its public purpose. Further,we understand that the owner has proposed to proceed with a time-schedule that is detrimental to the present tenants. The Town Square proposal was reviewed by our Development and Review Committee and the Board of Directors. We passed the following resolution pertaining to this matter: MOTION: 'The CapitolRiver Council Board of Directors approve of the proposal for the City of Saint Paul to convey a portion of the common area of Town Square to the owner of the property, conditioned upon the following: A. The Town Square special service district for operating and maintenance be terminated, except for the office and retail tenants of the Town Square property itself;and B.
