2 Whereas, the Minnesota Legislature appropriated planning funds for the development of a
3 community schools project in 1996;

5 Whereas, the Wilder Foundation of Saint Paul has been the recipient of these planning funds
6 which funds and other resources have been used to work with representatives of the City,
7 Ramsey County, the State of Minnesota, and the Saint Paul Board of Education to develop a
8 comprehensive community schools project in the City of Saint Paul; and
9
10 Whereas, it is important for the City Council to be informed of the status of discussions
11 regarding the community schools project before establishing a City legislative agenda for 1997
12 and before committing City resources to such a project.

14 NOW, THEREFORE, BE IT RESOLVED BY THE SAINT PAUL CITY COUNCIL:

16 The administration and the Wilder Foundation are requested to provide a status report on the
17 community schools project to the City Council at its meeting on December 4, 1996.

The Wilder Foundation requests the opportunity to make a 15-minute
presentation at an upcoming City Council meeting regarding the current status of
the proposed Community Schools initiative and the intended role of the city in
this project.
The Governor's Office has recently expressed interest in supporting a substantial
portion of this proposal. We would like to make our presentation to the Council
as soon as possible before any public announcement is made at the State
Legislature in early December.
During our presentation,Council members Janice Rettman and Dan Bostrom will
be asked to share their observations of the Washington Heights school they
visited during a site visit made to New York City in October by a number of
community leaders.

• Five Saint Paul neighborhood communities
Project Overview . Project partners will establish five Community Schools that
will serve approximately 2,000 pre-Kindergarten through
Grade 8 students.
• The p rimary goal is to improve student achievement.
• The schools will provide a fully integrated set of academic,
family, health, social and recreational support services to
children, families and the community 16 hours a day, seven
days a week, 12 months a year.
• The schools will be located in Saint Paul neighborhoods
that have high concentrations of low-income families with
children under age 16.
• Three of the schools will be located in new buildings; two
will be located in existing public elementary schools.
Timin January Z997
• Community School programming—including extended-
hour activities—will be introduced in two existing Saint
Paul elementary schools.
September 1997
• Community School program expansion will be planned and
needed capital improvement plans developed.
September 1998
• Capital improvements to the Community School
conversion sites will be completed. Improvements might
include a family center, air conditioning to permit yeaz-
round use, enhanced recreational facilities and additional
classrooms.
� September I999-September 2001
• Three new community schools will begin operating.

School Sites . Community School sites will be selected based on a
number of criteria:
� Community interest
� Number of elementary-age students exceeding
current neighborhood capaciry
� S tudent achievement rates
� Parent demographics: low educational attainment,
high unemployment and low income �
� The potential to create racially diverse schools
� Other benefits that might accrue to neighborhoods
because of this investment in the social and
physical infrastructure
Core Philosophy . The schools and communities are interactive and mutually
� � involved.
• The academic program and staff are provided by the Saint
Paul School District.
• The work of other(non-academic) providers, partners and
individuals is coordinated by a single private sector partner.
• The schools are open at night and on weekends.
• Other services that strengthen student achievement (e.g.,
recreation, health, social services) are chosen and offered.
• The schools are designed and operated to maximize parent
involvement.
• The schools are programmed to have broad, inter-
generational appeal and use.
• Cost sharing, problem solving and information exchange
reduce duplication and red tape.
