2 Whereas�etition has been received in the Office of the City Clerk alleging public nuisances
3 at 1161;Norton Avenue ("Petition");

5 Whereas, the City Clerk was unable to verify whether said petitions satisfied the sixty percent
6 requirement of Administrative Code §91.03; however, pursuant to the same section of the
7 Administrative Code, the Council determined to accept the petitions and schedule a public
8 hearing, which hearing was held on November 27, 1996 after proper notice was given to the
9 owners and or operators of said properties; and

11 Whereas, based on the testimony and evidence submitted at said public hearing, the Council
12 finds and determines that there is sufficient evidence that the above referenced properties may
13 be public nuisances.

15 NOW, THEREFORE, BE IT RESOLVED BY THE SAINT PAUL CITY COUNCIL:

17 Pursuant to §§ 91.03(d) and (e) of the Administrative Code, the City Council refers the
18 Petition to the Office of City Attorney for review for sufficiency to file criminal charges to
19 commence a civil action and requests that the City attorney provide the Council a written
20 report on any actions taken concerning the Petitions within a reasonable time.

We , the following residents of Norton Street, District County
Number �5 of Ramsey County, are in unity for making our
community a safe and pic�uresque part of the Como Park ,
Northend area . We are filing this petition to your o£fice in
hopes of your office helping us to close or condemn the �
following properties on Norton Street under the Statute of
Public Nuisance . '
1161 and 1165 Norton Street are Section 8 homes which are
occupied by no less than ten ( 10) residents . These buildings
are dual residences , however , our understanding is that
Section 8 housing programs are designed for single mothers
with children, not unemployed gang members and grown men that
sit in their front yards drinking , doing drugs and hasseling
residents on our street . We are concerned for our children ,
and our property value which is dropping at a staggering
rate . We have approached the slumlords of these properties
in an effort to resolve these problems . They have taken no
steps to improve these dhTellings .
j�'e would appreciate any assistance that your office would be
able to give us . Please �ind enclosed , signatures and
addresses of neighbors demanding improvemen� in our area .

7 NOW,THEREFORE,BE IT RESOLVED BY THE SAINT PAUL CITY COUNCIL:
8 The Petition is hereby accepted pursuant to §91.03(a)of the Administrative Code and a public hearing will be held
9 by the Council on such petition on Wednesday,November 27, 1996, beginning at 4:30 p.m. pursuant to §91.03 of
10 the Administrative Code after proper notice is given to owners of the affected properties by the Council Secretary.
11 The purpose of the public hearing is set forth at §91.03(d) of the Administrative Code:
12 The Council shall consider all written and oral testimony elicited at the public hearing, as well as the
13 documents attached to the petition, and shall, by resolution, either return the matter to the petitioners for
14 insufficient evidence to support the allegations or refer it to the City Attorney's Office for review for
15 sufficiency to file criminal charges or to commence a civil action.
