=WHEREAS, The City Council is advised that a nonprofit corporation
entitled "Sexual Offense Services" provides a very worthwhile
and necessary public service in that they provide counseling
assistance to persons who have been a victim of a sexual assault;
and
WHEREAS, This agency has indicated a need for public assistance to
continue to operate and to provide this essential public service
for the remainder of this year; and
WHEREAS, The City of Saint Paul has derived benefits from the
service of this program; and
WHEREAS, The City Council advises that a public need and purpose
does exist in providing counseling and assistance to victims of
sexual assault, and the general public will derive a benefit
from the continued services of this County agency; and
WHEREAS, The City of Saint Paul, though unable to provide any
funding for the agency after December 29, 1978, does recognize
the benefit of keeping the program intact for the remainder of
this year in order to allow Sexual Offense Services sufficient time
to seek funding sources for 1979; and
WHEREAS, This is a County program which will continue to operate
with County funds, the City Council advises that the City's
commitment to victims of sexual assault justifies financial
assistance for the remainder of 1978 for continuance of two
staff people; and

staff people in temporary positions until December 29, 1978;
now therefore, be it
RESOLVED, That upon the recommendation of the Mayor and pursuant
to Section 10. 07. 4 of the City Charter, the following transfer
of funds within the 1978 budget is hereby approved and authorized:
