WHEREAS, the City Cou�cil of the City of Saint Paul is the official governing
body of said City; and
WHEREAS, the Clty of Saint Paui has a sewer facility idantified as the Point
Douglas Road Sewer from Highwood Avenue to Carver Avenue that meets the definition
of Metropolitan interceptor as deflned by the Metropolitan Sewe� Act; and
WHEREAS, the Metropolitan Waste Control Commission (MWCC) desires to acquire
and designate said sewer facility as a MdCC Interceptor Sewer;
BE IT RESOLVED, that the Council of the City of Saint Paul concurs with the
acquisition by the MWCC of the Saint Paul sewer facility described as:
Sewer in POINT DOt1GLAS ROAD fran Highwood Avenue to Carver Avenua.
FURTHER RESOLVED, that said acquisitlon sh�ll be In accordance with the p�o-
visions of the Metropolitan Sewer Act, at the current value cost of $247,627.61 as
approved by the Netropolitan Council.

Re: Acquisition Agreement for approximately 0.90 mile gravity
sewer and appurtenances from Highwood Avenue to Carver
, Avenue on Point Douglas Road in St. Paul
Gentlemen: �
The Carver Avenue Interceptor at McKnight Road and Century Avenue in
St. Paul and Maplewood is 98% complete with anticipated completion by
the end of this month. We are proposing an agreement to designate
the above referenced gravity sewer on Point Douglas Road a Metropolitan
Waste Control Commission interceptor sewer. Specifically, we need the
following information to acquire the sewer and to prepare the agreement:
✓a. Copies of "As Built" plans ; and
✓'b. Documentation whi.ch shows the bids on each project and the dates of
� . the construction; actual cost of each sewer segment and method of
� - financing ; and
,/c. Specific engineering data concerning acreage served in St. Paul and
in the upstream communities , developable acres served in each community ,
estimated number of dwellings and population to be served in each
• community, existing flow, and anticipated peak flow; and
,�d. All permanent easements and fee titles (i .e. , if there are any areas
where the pipe or appurtenances are not on the platted street) must
be transferred to the Commission.
Mr. Graven as legal counsel for the Metropolitan Waste Control Commission
� will prepare the acquisition agreement between the Metropolitan Waste
� Control Commission and the City of St. Paul to be effective at such time
as all your documentation is approved. In the interim the City of St.
Paul must maintain the sewer as the current project owner.

Gentlemen:
Enclosed as requested a re copies of th� record sheets for the above
referenced sewer and coptes of the accountant's ledgers showing costs and
financing.
These pfojects were bid on a "lump sum" basis so unit costs are unavailable
and two portions wiil have to be pro-rated. Total costs then become as
fol lows-:

The sewer presently serves approximately ten homes and, assuming a 200-foot
iot depth, 24 acres. Future development in St. Paul over the balance of
the land serviceable by tnis utility would zrrr�unt to an additional 262 acres.
Information concerning land deveiopable in ��faplewood is not known.
Present flpW is estimated at 16200 gpd and anticipated flow from an esti-
mated i050 dwellings in St. Paul is estimated at 1 ,701 ,000 gpd.

Sanitary Sewer by the Metropolitan
Waste Control Commission
Dear Mr. Segal :
The MetropolTtan Waste Control Commission p�esently owns the Pt. Douglas Road
Interceptor North of Highwood Avenue and the interceptor in Carver Avenue East
of Pt. Douglas Road.
They are planning to acquire that portion of our sewer located between High-
wood and Carver Avenues as per the attached letter to complete their system.
The steps outlined in their letter (attached) have been completed:
a. CopTes of "As Built" plans have been furnished.
b. Cost and financing information was furnished by our letter dated
March 10, 1978. (Copy attached)
c. Acreage and itow information also included in our letter dated March 10.
d. No permanent easements or title transfers were required as the sewer is
all located within platted street.
They now require a Council Resotution requesting that they take over said sewer.
Attached, for your review and approval as to form, is a draft of such a
Resolution.
