WHEREAS, there now exists a fully developed Joint Master Plan
for Regional Parks, County of Ramsey-City of St. Paul, submitted for
the approval of and joint implementation by the City of Saint Paul,
Minnesota, and the County of Ramsey, State of Minnesota, such Plan
bearing date of July, 1978; and
WHEREAS, said Joint Master Plan for Regional Parks, County of
Ramsey-City of St. Paul, was adopted by Resolution No. 78-1164 on
September 18, 1978, by the Board of Ramsey County Commissioners; and
WHEREAS, adoption of said Joint Master Plan for Regional Parks,
County of P.amsey-City of St. Paul has been recommended by the City of
Saint Paul Planning Commission by its Resolution No. 78-27 dated
August 11, 1978; and
WHE REAS, it is deemed to be in the mutual public interest of the
County of Ramsey and the City of Saint Paul to proceed with said Plan
as a supplement to existing master plans of each implementing agency,
thereof.
NOW THEREFORE, BE IT RESOLVED, that the COUncil of the City of
Saint Paul hereby approves the Joint Master Plan for Regional Parks,
Ramsey County-City of St. Paul, und�r date of July, 1978, as submitted
and duly on file in the Of�ice of the City Clerk of the City of Saint
Paul. -
BE IT FURTHER RESOLVED, that this action does not constitute
approval of detailed facility proposals included within the Plan for
which further review by the City of Saint Paul Planning Commission and
by residents of the City will be necessary in connection with any
implementation actions programmed.

Dear Cauncil Members:
Enclosed is a resolution approved by the Planning Commission at
their meeting of August 11 recorrunending City Council, adoption of
the St. Paul/Ramsey County Joint Master Plan for Regional Parks.
This joint plan reflects the planning prevjously completed in the
city's own Regional Recreation Open Space Plan adapted by the
Planning Commission and recommended to the City Council in
December of 1977. While planning for these parks has been coor-
dinated with county planning and this document does not change city
. plans for regional parks within our boundaries , adoption of a joint
plan by the city and the county is required under Metropolitan
Council policies which govern fund allocations for regional park
deve1opment.
I recorrnnend adoption of the plan as recommended by the Planning
Commission with their stipulation that adoption does not indicate
approval of all detailed facility proposals shown in the plan which
have to be further considered in connection with any specific park
development proposals.

tions in t e draft Parks and Recreation Plan;
AND WHEREAS, County's plan to improve the Battle Creek Ski Slope (which
is within the city limits of St. Paul ) in 1979 is in accordance with the
draft Parks and Recreation Plan and the wishes of the District 1 Community
Council ;

INTRODUCTION '
The Metr�politan Council Development Guide/Policy Plan for Recreation Open
Space makes reference to master plans for regional recreation facilities which
involve more than one implementing agency. Policy No. 13 stated, "there shall
be one coordinated Master Plan for each regional recreation open space site
which involves more than one implementing agency. This plan shall be apr�roved
by each of the implementing agencies and shall identify the nature of each
agency's responsibilities for carrying out the compatible development and oper-
ation of the park. "
Three Regional Parks, Lilydale-Harriet Island, Battle Creek, and Keller-
Phalen, involve two implementing agencies; Ramsey County and the City of St.
Paul . In July 1975, each agency submitted a master plan for their respective
portion of the parks. Although the plans were coordinated in their preparation,
no joint master plan was prepared.
This joint master plan is intended to supplement rather than replace the
existing master plan of each agency. Information regarding, Agency Overview,
Site Condi�ions, Adjacent Land Use, Public Services, Site Identification, and
Planning Process, which were covered in the existing master plan of each agency
will not be duplicated. This joint master plan will include the following
areas:
1 . Acquisition Program
2. Development Concept
3. C. I.P.
4. Maintenance and Operation Coordination
5. Anticipated User Capacities
The City of St. Paul is working to respond to the Critical Area designation
of the Mississippi River through the Metro Area. The St. Paul plan is nearly
complete and the proposals contained in the joint master plan are consistent
with the Critical Area Plan. A representative of the planning staffs of the City
City and County Parks Departments was on the task force to develop the �lan.
The proposals included in the joint plan are being coordinated with the
Corps of Engineers , DNR, the Watershed District, and the Minnesota Deoartment
of Transportation - Great River Road staff.

3. Maintenance and Operation
Battle Creek Regional Park includes a total of 991 acres, of which
675 is owned by Ramsey County and 316 acres by the City of St. Paul .
Although all parts of the park are contiguous, each agency's ownership
is fragmented (see map on page �) •
Ramsey County and the City of St. Paul have recognized the desira-
bility of working toward reasonable maintenance and operation plans
without regard to ownership. The two agencies have entered into an
agreement in the Lilydale-Harriet Island Regional Park which defines
allocation of responsibility for maintenance and operation.(see agree-
ment, page � i ) . Such an agreement will be beneficial in Battle Creek
Regional Park also.
Highway 61 would be one logical boundary for the separation of
responsibilities. It is the most easily recognizable boundary that
most closely corresponds to existing ownership. The map on page
indicates that boundary. The two agencies will work toward an agree-
ment to define areas of maintenance and operation responsibilitie�.
Until that agreement is formalized, maintenance will continue
based on existing ownership.

The development of Phalen Park is nearly complete. Remaininq
work to be com�leted under an existing Metro development grant
includes the lakeside activity center, east shore paths , bridge
rehabilitation and additional plantinq. Much of Keller Park
will be developed during the fall of 1978 in conjunction with
the construction of Frost Avenue. The C.I.P. for remaininq
Keller Park develonment is listed below.

3. Maintenance and Operation
Currently, maintenance and operation responsibilities are divided
at the north end of Lake Phalen and Round Lake (see map page 12) •
This line is not well defined physically or legally. Some .land in the
vicinity of the channel is owned jointly by the City and County.
In this Regional Park, as in Battle Creek and Lilydale-Harriet
Island, it would seem desirable to adjust the maintenance and operation
responsibilities to a more easily recognizable boundary. The railroad
would provide such a boundary. It would reduce the number of points
to coordinate, from three to one - the br��ge under the railroad.
Ramsey County will be completing the development of that portion
of Keller Park south of the railroad during the fall of 1978. When
that is complete, the two agencies will work toward an agreement to
redefine the boundary of maintenance and operation responsibilities
to the line shown on map (page 12) . This agreement will be similar to
the one for Lilydale-Harriet Island Regional Park.
Until that agreement is formalized, maintenance and operation
will continue based on existing ownership.

corporation organized and existing under the laws of the State of hiinnesota,
h�reinafter called "City," and i;he COUNTY OF RAMSEY, a political subdivision
of the State of Flinnesota, hereinafter called "County";
WITNESSETH:
WHEREAS, The City and County wish to provide for an orderly allocation
of responsibility for the operation and maintenance of the LILYDALE-H�RRIET
ISLA�dD-NAVY ISLAND REGIONAL PARK COMPLEX, located along the Mississippi
River between L4abasha Street in Saint Paul and extending upriver to the
Pool and Yacht Club in Lilydale; and
IdHEREAS, The City and County agree that the logical and orderly division
- of their respective interests and responsibility for development, operation,
maintenance and control of the LILYDALE-HARRIET ISLAND-NAVY ISLAND REGIO?JAL
PARK COMPLEX, now in various stages of acquisition, development and opzration,
should occur at the center line for the Smith Avenue High Bridge spanning
the ��1ississippi River in the City of Saint Paul to Annapolis Street extended;
now, therefore
IT IS MUTUALLY AGREED BY AND BETWEEN THE CITY AND COUNTY AS FOLLO:�'S:
l . That for the sum of One Dollar ($1 .00) in hand paid by the County to
the City, together with other good and valuable considerations to be derived
by the City from this transaction, the City hereby leases for public park and
open space purposes for a period of twenty (20) years commencing the date
first above written, all lands which it now owns together with any additional
lands it may acquire at such time as it is acquired, which lie between the
river line and the top of the bluff line within the general area outlined
in green on the attached map which is made a part of this Agreement and
marked Exhibit I, with the following exceptions:
a. Railroad right-ofrway
b. Unacquired parcels of land (privately owned) west of
the High Bridge
c. Other easements, such as utilities, etc.
2. That in order to ensure continuity of planning, development and
operation, the approval in writing of both parties shall be necessary to
implement any policies, plans, development, construction or alteration of
that land leased hereunder.
3. That at all times h�reunder, it is the intent of the parties t�at
the County shall use the land leased hereunder for the purposes of maintaining
public par�C and open space area consistent with the Metropolitan Council 's
Approved Plan for recreational development of this area.
