V:11"OR ((Sl_i -S)£i-.7:3_C3 October 18, 1978 Mr. David Hozza, President Saint Paul City Council 704 City Hall Saint Paul , MN 55102 Dear Mr. Hozza and Council Members: Earlier this year efforts to coordinate a City-State Development Study began in order to explore the economic impact state government has on the City of Saint Paul. Assisted by a Technical Advisory Committee, the City-State Coordinating Committee requested proposals from consultants to conduct the study. Over seventy-five consultant firms were sent information regarding the scope of the study. Eleven proposals were submitted. The top three consultants were inter- viewed by the Technical Advisory Committee in late June and a decision made to retain the services of Robert Harmon and Associates and James McComb and Associates who are working together in a partnership regarding the study. The City-State Study is a joint effort of the State of t�innesota, Operation 85, and the City of Saint Paul , each contributing one-third of the costs of the study, not to exceed $7,000.00. The City Attorney has reviewed all the contracts and found everything in order. The contracts are ready to be executed so that the study may be completed by February, 1979.
