01-20Council File # � \ - � o Presented by_ Referred To Committee Date 1 VJf�,REAS, Duane Ruiz was driving a Metro Transit bus when Saint Paul Police Sergeant Kevin Casper, who was 2 working on a Felony Pattern of Hazassment involving a bus rider, approached Mr. Ruiz and requested him to hold 3 the bus unril backup arrived to assist in the arrest of the suspect; and, 4 WF�REAS, in an effort to evade capture, the suspect tried to force his way off the bus, macing Sergeant Casper, 5 causing him to temporarily lose his eyesight; and, 6 WHEREAS, Daane Ruiz immediately respanded to Sergeant Casper's call for help, acted quickly and effectively 7 in controlling the suspect until backup arrived, preventing fL�rther injury to Sergeant Casper; now, 8 THEREFORE BE IT RESOLVED, that on behalf of the residents and citizens of Saint Paul, the City Council does 9 hereby formally recognize the bravery and public spirit displayed by Mr. Ruiz, placing himself in harms way while 10 defending Sergeant Casper from further injury; and, 11 BE IT FURTHER RESOLVED, that the Saint Paul Ciry Council officially proclaim its deep appreciation to Duane 12 Ruiz for his heroic acts.
