ADVISABILITY AND DESiRABiLITY PROJECT: Improve the LEECH-MC BOAL ITA by regrading, surfacing, constructing concrete curb and gutter, ornamental lighting and reconstructing concrete walks and driveyiays where necessary on the following streets: WILKIN ST. from the cul-de-sac south of McBoal St. to Forbes Ave. LEECH S7. from Goodrich Ave. to Forbes Ave. FORBES AVE. from 4lest 7th St. to Exchange St. MC BOAL ST. f rom Smith Ave. to Wilkin St. . GOODRICH AVE. from Smith Ave. to the alley east of Leech St. INITIATING ACTION: � � This project was initiated through the Community Developmant 61ock Grant Program and approved through the Capital Improvement Budget process. The � Department of Public Works was authorized on March 24, 197�3 to proceed with � the design of this project. EXfSTING-CONDITIONS: The streets contained in this proposal have an oiled roadway surface. Driving surfaces are rough and uneven. Roadway widths vary because of the lack of � curbing. Traffic counts are low. Sidewalks will be replaced where needed. TrAe reinovals will not be significant to new curb construction. 3culevards in many cases are poorly maintained because of the lack of curbing. Orainage � structures will be repaired where needed. PROPOSED IMPROVEMENT: v � _ . A new bituminous roadway with concrete curb and gutter is proposed. Roadway ' 4ridth, curb to curb, will be 32 feet. Al1 old tile sidewalk wilt be reconstructed, as well as monolithic waik which is broken or tree heaved. All driveways witl be reconstructed where existing drives exist, or where property owners request. Al1 existing house outwalks will be reconstructed. Boulevards wilt be regraded and sodded from curb to sidewalks. An energy efficient sodium vapor lighting system will be instalied. ALTERNATES: To do nothing would be inconsistent with the requests of the citizens of St. Paul to improve the existing oiled streets. � ' . -2- � • � � �t(� � . �a��.`�.7��=�i . Typical roadway improvements which have been constructed recently in other residential areas are being proposed here. No major alternates or deviations were consi'dered feasible or desirable. POSITIVE BENEFITS: Complete improvement of the public right-of-way will greatly enhance and add to the quality and character of the neighborhood. - ADVERSE EFFECTS: � There may be some minor disruption and inconvenience during construction time. SPECIAL COP�SIDERATIONS: Ornamental lighting and new tree planting wiil not be done with the roadway construction. Separate contracts will be awarded for these items in an attempt to obtain better unit costs. Construction of alt work will be property coor- dinated however. � � It is proposed to.replace the existing wood pole lighting with the standard residential lighting f�xture which has been installed and praised in many - other neighborhoods. � . �A cul-de-sac will be install�ed on� Wilkin Street south of McBoai Street as re- quested by the neighborhood. �A small portion of Exchange Street adjacent to the Little Sisters of the Poor, will be closed as requested by the neighborhood and agreed to 5y the Littte � Sisters of the Poor. � The special connection of Goodrich Avenue to the alley west of Leech Street . which requires additional street right-of-way, a turn around with center planter and some alley construction, as requested by the neighborhood, is not part of this proposal. The current assessment. policy would require the ailey construction to be assessed 100i. It would possibiy delay construction until � 1979. Public Works does not feel the construction is warranted. . At an April 13, 197$ neighborhood meeting, it was suggested that the neighbor- hood exPected Banfil from Smith Avenue.east to the cul-de-sac to be constructed with this project. This was not included in the original proposal , the Leech- McBoal ITA Plan or the Public Works cost estimates� and is not a par.t of this � proposal . ' TIME SCHEDULE: Construction should commence around the last half of August and be completed within 60 days. In addition a request for the improvement of- � Banfil Street which was not included in the corr�nunity's original proposal was approved.
