WI�REAS, residential refuse collecti,on services
in Saint Paul need to be prova,ded in an efficient and
effective manner; and
WHEREAS, the present "open-hauling" refuse collection
system tends to be ineffi.cient in the use of fuel, equipment
and manpower; and
WHEREAS, an improv�d, better organized residential
refuse collection system would appear to provide benefits
to homeowners in areas such as fewer collection trucks,
lower costs, cleaner neighborhoods and better service; ,
now, therefore, be it
RESOLVED, that a Residential Refuse Collection Task
Force be established to analyze Saint Paul's present refuse
collection system and to propose measures to improve services.
This task force shall be appointed by the Mayor and shall
include representatives from the City, from District Councils,
from the Citizen's Budget Review Committee, from the Refuse
Haulers Association, from employee organizations and other
affected groups. This task force shall report its findings
and recommendations to the Mayor and City Council by
February 1, 1979 .
