THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976, as amended by Ordinance No. 16429 adopted
April 4, 1978, upon the request of the Heritage Preservation Com-
mission of the City of Saint Paul and after having duly considered
the matter at a public hearing held in accordance with the said
ordinances, the Council of the City of Saint Paul does hereby
designate the following described property to be a Heritage Preser-
vation Site:
Lauer Flats located at 228-240� S. Western,
Saint Paul, Minnesota, on property legally
described as Lot 6, and part west of Davis
Addition of Lot 5, and the South 27. 3 feet
of the North 75 feet of Lot 5, all in Block
12, Winslow' s Addition to Saint Paul; also
the North 75 feet of Lot 8, Davis Addition
to Saint Paul. `
Section 2. �

Preservation Program
Because of its strong architectural merit the exterior of Lauer
Flats should be restored and preserved in a manner close as
possible to the original appearance. Preservation of all details,
(such as filigree iron work and the gilt apartment numbers)
should be carried out when at all possible. Any new construction
on entrance stairs should be compatible with the original facade.
The Commission offers the consultation of its Advisory Design
Committee for any preliminary design proposals.
Section 3.
This ordinance shall take effect and be in force thirty (30) days
from and after its passage, approval and publication.

Dear Madame:
The Saint Paul Heritage Preservation Commission (HPC) has recommended to
City Council that the Lauer Flats, 228-240� South Western be designated
as a Heritage Preservation Site.
The procedure for HPC designation consists of:
1) Nomination of a site to the HPC for consideration
2) Review of the site by the HPC's Ca�didate's Committee for possible
historical and/or architectural significance
3) A Public Hearing is held by the HPC once the site is approved by
' the Candidate's Cormnittee
4) HPC recommendation of the site to City Council for designation as
a Heritage Preservation site
5) Review of the site and Preservation Program by Saint Paul City
Planning for recommendation to City Council
6) A Public Hearing by the Saint Paul City Council on the site
Lauer Flats has gone through all the steps listed above, up to City Coun-
cil Public Hearing. Outlined below is a history of the designation
process for the site thus far:
-HPC Public Hearing: March 13, 197$
-HPC Recommendation to City Council : April 10, 1978
-Planning Commission Resolution passed; June 23, 1978
Once a site is designated, the Heritage Preservation Commission is empow-
ered by ordinance to review any building permit applications regarding
designated sites. Permit review power gives the Commission control over
any possible exterior changes to designated historic structures. This
permit review power does not affect interior changes.

The Heritage Preservation Commission respectfully submits to the City
Council its recommendation that the following buildings be designated
as Heritage Preservation Sites;

These sites were all given thorough consideration by the Co�nission,
and underwent offical hearing procedure. As required by ordinance,
a preservation program for each site is enclosed. Also enclosed are
the resolutions of the Planning Commission from their required review

site nomination forms which state the history and significance of

VII NARRATIVE: HISTORY AND SIGNIFICANCE OF SITE
Lauer Flats is , in appearance, the sort of building one might expect to see in
older cities of the eastern U. S. or in European cities rather than in the
Midwest. Styled as a traditional rowhouse, with front entry steps leading
directly to the sidewalk, the building is designed to serve as its own setting
i .e. , greatest emphasis is placed on interesting features of the building front
itself, while landscaping is minimal .
Built by stonemasans Henry and Charles Lauer in 1886-87, Lauer Flats was con-
structed in two stages. The first was a four-unit structure erected in 1886-87 ,
the second a three-unit addition built in 1887. Although the building permit
issued at the time named as the architect one J. H. Castner (possible W. H.
Castner, a St. Paul architect) , the design of the building is usually credited
to the Lauer brothers.
Significant fieatures of the building include balconies supported by stone
brackets ov�r each double entry, filigree ironwork on the balustrades of the
balconies and balconets, and a somewhat unusual galvanized iron cornice. Of
particuiar interest is the effect achieved by the restrained use of projections
in the window surrounds, corners and divisions between the bays in the smooth-
finished stone facades. Also of interest are the gilt apartment numbers,
visible on the transoms over the entries, which have survived as examples of
the 19th century sign-painter's craft. The north, east and west facades are
constructed of smooth finished yellowish-beige limestone (called "Kasota smooth
cut" in the 1886 building permit) which was supposedly quarried from the west
bank of the Mississippi River somewhere between downtown St.Paul and Fort
Snelling. The rear (south) wall is constructed of rough, random-coursed
limestone .
The style of Lauer Flats is probably best described as ' Italianate' (based on
such features as the filigree ironwork and the ornamental cornice) , although
one published source refers to the building as being "Greek Revival in character."
Quest�ons of style aside, the building is elegantly simple and extraordinarily
suc:cessful in design. Its architectural merit is widely recognized, and it
was placed on the National Register of Historic Places in 1975. In addition ,
Lauer Flats exemplifies the work of the Lauer brothers, Henry (1852-1911 ) and
Charles (�'. 1904) , who were involved in the construction of several archi-
tecturally distinguished buildings in St. Paul ; the Germania Bank Building
(St. Paul Building) and some of the buildings at the Schmidt Brewery (formerly
. Cave Brewpry) in the 1880's; the Jacob Dittenhofer House and St. Clement's
Church in the 1890's; St.Louis Church (built after Charles' death) and St. Agnes
Church in the 1900's. (Henry died while St. Agnes was under construction .)
In the past, Lauer Flats has suffered considerably from lack of proper maintenance,
but it appears that this cycle of neglect is about to end. The present owner has
definite plans to rehabilitate the building, and work is scheduled to begin in
August of 1978. Work to be done includes renovation of the interior (for 21
apartments) , restoration of the principal facades and other needed repairs on
the exterior.

WHEREAS, the St. Paul Heritage Preservation Commission has advised the
Planning Commission at the proposed designation of the Lauer Flats 228-2402 S.
Western as a Heritage Preservation site; and,
WHEREAS, the Heritage Preservation Commission has forwarded a program for
the preservation of the Lauer Flats,
BE IT NOW RESOLVED that the Planning Commission makes the following
recommendations with respect to the designation of the Lauer Flats:
l. Designation and the program for preservation of the Lauer Flats
have no effect on the comprehensive plan of the city.
2. Designation and the program for preservation will enhance the surrounding
neighborhood by adding prestige to the community's major landmark.
3. The property is now proposed by the owner for rehabilitation. It will be
used either as apartments or a condominium. The district plan for the
area around the Lauer recommends rehabilitation activity. This building
would be an initial start.
4. The Planning Commission recommends approval of the proposed designation
of the Lauer Flats.

The Council of the City of St. Paul will hold a public hearing in the
Council Chambers of the City Hall and Court House (third floor) at
1Q:00 a.m. September 12, 1978 on the:
Application for nomination of this property to the list of
Historic Preservation :Sites, located on the east side of
South Western Avenue from Michigan Street to St. Clair
Avenue, described as: Subject to party wall agreement, the
north 47.7 ft of Lot 6 and part west of Davis Addition of Lat
5, Block 12, Winslow's Addition, also, the north 75 feet of
Lot 8, Davis Addition and subject to party wall agreement,
the south 27.3 feet of north 75 feet of Lot S and except north
47.7 feet Lot 6, Block 12, Winslow's Addition.

Heritage Preservation Committee, �421 Wabasha Street or telephone 298-5523.
