THE COUNCIL OF '�,HE CITY OF SAINT PAUL DOES ORDAIN:
Section 1.
Pursuant .to the �uthority contained in Ordinance No. 16006
adopted May 18, 1976, a� amended by Ordinance No. 16429 adopted
April 4, 1978, upon the �equest of the Heritage Preservation Com-
mission of the City of Sai�t Paul and after having duly considered
the matter at a public heari�g held in accordance with the said
ordinances, the Council of thie City of Saint Paul does hereby
designate the following descriTAed property to be a Heritage Preser-
� vation Site:
The Justus Ramsey House I�ocated at 252 W. Seventh
Street, Saint Paul, Minnesc�ta, on property legally
described as the westerly 26,5 feet of the North-
westerly 100 feet of Lot 8; a3�so except the South-
easterly 25 feet of the easter�� 30 feet and except
the Southeasterly 50 feet of the westerly 3. 5 feet,
the Northeasterly 33.5 feet of Lo�, 8, all in Block
27, Rice and Irvine' s Addition.
The Preservation Program for this Heritage Site is stated as
follows:

the owner' s notification of any change in usage if it
will affect the appearance of the building or surround-
ing yard. Should any new signage be proposed the
Commission requests preliminary consultation with its
Advisory Design Committee. Because the Ramsey House
already abuts the adjacent building to the south,
and is "tucked" into the lot, the view of the house
should remain open from Seventh Street (north and
west) . Any construction of large signage on the lot
that would obscure this view and hence further isolate
the house from the street should not be allowed.
Section 3.
This ordinance shall take effect and be in force thirty (30)
days from and after its passage, approval and publication.

Dear Madame:
The Sa1nt Paul Heritage Preservation Commission (HPC) has recommended to
City Council that the Justus Ramsey House, 252 West Seventh be designated
as a Heritage Preservation Site.
The procedure for NPC designatton consists of:
1) Nomination of a site to the HPC for consideration
2) Review of the site by the HPC's Candidate's Committee for possible
historical and/or architectural significance
, �) A Public Hearing is held by the HPC once the site is approved by
the Candidate's Committee
4) HPC recommencfation of the site to City Council for destgnation as
a Heritage Preservattan sitc�
5) Review of the site and Preservation Program by Saint Paul Ctty
Planning for recommendation to City Council
6) A Public Hearing by the Saint Paut City Council on the site
The Justus Ramsey House has gone through all the steps listed above, up to
City Council Public Hearing. Outlined below is a history of the designa-
tion process for the site thus far:

-Planning Commission Resotution passed: June 23, 1978
Once a site is designated, the Heritage Preservation Commission is empow-
ered by ordinance to review any building permit applications regarding
designated sites. Permit revtew power gives the Commission control over
any possible exterior changes to designated historic struct�,res. This
permit review power doES r,at affect interior changes.

The Heritage Preservation Commission respectfully submits to the City
Council its recommendation that the following buildings be designated
as Heritage Preservation Sites:

2) Justus Ramsey House, 252 West Seventh '

4) Old Main, Macalester College
5) University Hall, Hamline University
6) Muskego Church, Luther Theological Seminary
These sites were all given thorough consideration by the Co�nission,
and underwent offical hearing procedure. As required by ordinance,
a preservation program for each site is enclosed. Also enclosed are
the resolutions of the Planning Commission from their required review
of each site. For your information, the Commission forwards the
site nomination foxms which state the history and significance of
each site. More complete information is available from the Commission's

VII NARRATIVE: NISTORY AND SIGNIFICANCE OF SITE
The Justus Ramsey House was constructed between 1855 and 1851 with locally
quarried grey limestone laid in rough ashlar course. The front walls are
in trimmed stone while the side and rear walls are constructed of rough
"slag" pieces of stone. All the walls are eighteen inches thick.
The structure is a small one room stone cottage with a simple gable roof
and a single chimney. Wide ornamental cornice bands define the early Greek
Revival appearance of the structure. Above the window and door of the front
facade are heavy dressed stone lintels.
Through the many years of its existence, the structure has been altered
considerably. The original door and window on the front facade have been
replaced, and two windows have been cut into the building's north side
(When built, the structure had just the front window and door. ) The interior
has been completely altered. Originally, the interior was finished with
butternut woodwork, but in the course of past repairs this has been destroyed.
The Justus Ramsey House has both architectural and historical value. It is
architecturally important because it is a well preserved example of an early
pioneer cottage and an excellent example of frontier stone craftsmansfiip.
It is important historically for its association with Alexander and Justus
Ramsey, original owners of the building. Alexander Ramsey was Minnesota's
first Territorial Governor and an important figure in the early history of
the state. His brother, Justus, a lesser known individual , engaged in the
grocery business and in early real estate transactions, and was active in
politics for a time, serving three terms as a representative in the
Territorial Legislature.
The Justus Ramsey House was built for use as income property. Neither of
the Ramsey brothers ever resided there. The first recorded residents were
the Munger brothers. (W. A. Munger led the first private band organized in
Minnesota and is believed to have had the song "Dixie" commissioned from
Dan Err�nett when Emmett visited his brother, Lafayette Emmett, Minnesota's
first Supreme Court Justice, in the 1880's. ) The Munger family later
became millionaire grain merchants, trading in Duluth. �
Today, the house is used for storage for an antique shop. Situated on busy
West 7th Street, it is tucked away between commercial buildings, one of
which has been built up against its south wall. The structure still has
a front yard which is landscaped with a lawn, shrubs and a tree. This
spring the owner plans to put �n a garden, which should enhance the 'hominess '
of the site.

WHEREAS, the Heritage Preservation Commission has forwarded a program for
th� preservation of the Justus Ramsey House,
BF IT NOW ItESOLVED that the Planning Commission makes the following recommendations
with respect to the designation of the Justus Ramsey House.
1 . Tl�e desi�;nation and program for preservation have no effect on the comprehensive
plan of the City.
2. The site has been a known historic place for some time and the desibnation and
program fur preservation will enhance the surrounding commercial area.
3. The site is part of a district plan report called the United Hospitals/Seven
Corners area. The Kamsey site is one of the structures designated in the plan
as havin� histuric significance. The plan recommends retention of the site.
as part uF the character of West Seventh Street, west of the Civic Center.
However, increased land prices and development may in the future put pressur�
on the site which would be removed by designation.
4. T'he Ylanning Commission approves the proposed designation of the Justus
Kamsey House.
