THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. "
Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976, as amended by Ordinance No. 16429 adopted
April 4, 1978, upon the request of the Heritage Preservation
Commission of the City of Saint Paul, and after having duly
considered the matter at a public hearing held in accordance
with the said ordinances, the Council of the City of Saint Paul
does hereby designate the following described property to be a
Heritage Preservation Site:
The University Hall - O1d Main at Hamline
. University, 1536 Hewitt Avenue, Saint Paul,
Minnesota, on property legally described as
, a tract bounded by Hewitt Avenue, Simpson
Street, Englewood Avenue and Snelling Ave�ue,
being "Campus Ground" in Hamline Addition. �

Dear Madame:
The Saint Paut Heritage Preservation Corrrnission (HPC) has recommended to
City Council that University Hall , Hamline University be designated as
a Heritage Preservation Site.
The procedure for HPC designation consists of;
1 ) Nomination of a site to the HPC for consideration
2) Review of the site by the HPC's Candidate's Corr�nittee for possible
historical and/or architectural significance
3) A Public Hearing is held by the HPC once the site is approved by
the Cand i date's Cortwni ttee
4) HPC recommendation of the site to City Council for designation as
a Heritage Preservation Site
5) Review of the site and Preservation Program by Saint Paul City
Planning for recommendation to City Council
6) A Pubtic Hearing by the Saint Paul City Council on the site
University Hall has gone through all the steps listed above, up to City Coun-
cil Public Hearing. Outlined below is a history of the designation process
for the site thus far:
-HPC Public Hearing: March 13, 1978
-MPC Recommendation to City Counctl : Aprit 10, 1978
-Planning Comnission Resolution passed: June 23, 1978
Once a site is destgnated, the Heritage Preservation Commission is empow-
ered by ordinance to review any building permit applications regarding
designated sites. Permit review power gives the Commission control over
any possible exterior changes to designated historic structures. This
permit review power does not affect interior changes.

The Heritage Preservation Commission respectfully submits to the City
Council its recommendation that the following buildings be designated
as Heritage Preservation Sites:
1) C.S.P.S. Hall, 381-383 Michigan
2) Justus Ramsey House, 252 West Seventh '
3) Lauer Flats, 228-2402 South Western
4) Old Main, Macalester College
5) University Hall, Hamline University
6) Muskego Church, Luther Theological Seminary
These sites were all given thorough consideration by the Coimnission,
and underwent offical hearing procedure. As required by ordinance,
a preservation program for each site is enclosed. Also enclosed are
the resolutions of the Planning Commission from their required review
of each site. For your information, the Commission forwards the
site nomination forms which state the history and significance of
each site. More complete information is available from the Commission�s
Criteria Checklist on each site. Please contact Terry Pfoutz of the
Heritage Preservation staff at 298-5523 for such information.

VII NARRATIVE: HISTORY AND SIGNIFICANCE OF SITE
On the campus center of Hamlfne University is a well preserved
three storey brick building done in the polychrome Victorian
Gothic style. University Hall, or more commonly called 'Old Main' ,
is important to both the history and contemporary life of the
college.
Hamline University orfginated in Re3 Wing, Minnesote in 1854,
one of the State' s first schools of higher education. In 1871
and eighty acre tract of land on Snelling Avenue was chosen as
a new site. At that time a five storey building was constructed,
the first University Hall, which housed all student activities.
This structure burned to the ground in 1883.
1fi e replacement hall was designed by Warren H. Hayes, a disciple
of fa�nous Henry Hobson Richardson. Hayes was an accamplished
church architect and is note3 for intruducing the Akron Plan
for churches in Minnesota. Some of his other fine works found
in the Twtn Cities are the Congregation Church, Wesley United
Methodist Church (both in Minneapolis), an3 Central Presbyterian
Church in St. Paul.
The Haye's version of University Hall has cream colored brick walls with
brown sandstone belt courses at each storey. The dominant feature on
the second level of the central bay is a wooden oriel window containing
a tripartite window with quatrefoil panels and a balustrade. Windows
on the first floor are capped with segmental arches, those on the higher
stories with Gothic arches.
University Hall has recently been renovated. The interior has been
remodeled, and the utilities updated to accomodate administration
offices. Safer concrete steps and new light fixtures were added to
, the facade, the brick walls were cleaned, and a pigeon sanctuary was
removed from under the roofs' gray slate shingles. At present, the
Bridgeman Hall Restoration Fund Drive at Hamline University seeks
to improve the performance auditorium.

WfIEREAS, the St. Paul Heritage Preservation Commission has advised the
Planning Commission of the proposed designation of the University Hall , Hamline
University, 1536 Hewitt Avenue as a Heritage Preservation site;and,
WHEREAS, th� Heritage Preservation Commission has forwarded a program for the
preservation of the Universjty Hall , Hamline University,
BE IT NOW RESOLVED that the Plann�ng Commission ma!<es the following
recommenations with respect to the designation of the University Hall , Hamline
University;
1 . The designation and program for preservation will have no effect on the
comprehensive plan.
2. The designation will enhance the neighboring area by preserving one of its noted
landmarks.
3. While the District 11 Plan identifies now specific sites for preservation , the
designation would be a first step in the plans recommendation to identify
and research the District's historic structures.
4. The Planning Commission recommends approval of the proposed designation of the
University Hall , Hamline University.
