THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1. Pursuant to the authority contained in Ordinance No. 16006 adopted May 18, 1976, a� amended by Ordinance No. 16429 adopted April 4, 1978 , upon the request of the Heritage Preservation Commission of the City of Saint Paul and after having duly con- sidered the matter at a publie hearing held in accordance with the said ordinances, th.e Council of the City of Saint Paul does hereby designate the following described property to be a Heritage Preservation Site: The Muskego Church, 2375 Como Avenue, Saint Paul, Minnesota, on propert� legally described as Lot l, Block 1, Mann's Addition to St. Anthony Park North. Section 2 . The preservation program for this heritage site is stated as follows: Muskego Church Preservation Program The present appearance of Muskego Church' s exterior should be maintained in a manner consistent with its original appearance. The procedure for HPC designation consists of: 1) Nomination of a site to the NPC for consideration 2) Review of the site by the HPC's Candidate's Cormnittee for possible historical and/or architectural significance 3) A Public Hearing is held by the HPC once the site is approved by the Candidate's Committee 4) HPC recommendation of the site to City Council for designation as a Heritage Preservation site 5) Review of the site and Preservation Program by Saint Paul City Planning for recommendation to City Council 6) A Public Hearing by the Saint Paul City Council on the site Muskego Church has gone through all the steps listed above, up to City Coun- cil Public Hearing. Outlined below is a ttistory of the designation process for the site thus far: -HPC Public Hearing: March 13, 1978 -HPC Recommendation to City Council : April 10, 1978 -Planning Commission Resolution passed: June 23, 1978 Once a site is designated, the Heritage Preservation Commission is empow- ered by ordinance to review any building permit applications regarding designated sites. Permit review power gives the Commission control over any possible exterior changes to designated historic structures. This excellant example of pioneer craftsmr�nship ia located on the grounds of Luther Theological Semtnary in St. Paal. The original site of the log chapel was at Muskego, Wisconsin. 1fi rough the efforts of the Untted Norw�gisn Lutheran Churck� in 1904, Muskego Church was purchased, dismantled, and removed to be reconstructed on its present place at the seminary. When the building was relocated, the exterior walls were furred with two-by-fours and covered with lap siding for protection. In 1970 it was discovered that the protective cover waa causing the logs underneath to rot. Subsequently, the cover m�terials were removed and the attractiveness of the red oak, adzed and handplaned, exposed. The walls were made of massive logs, cuped and acribed, an� shaped by sn axe at the interlvcking ends. Tfie he�an logs ware fitted sv tightly that only the intcerlocking ends w�re chinked ,with clay. None of the wood has ever been painted. The main room has fourteen atraight-back wooden pew►a. Above and to the rear, is a gallery eupported by six hand carved pillars of sotid blacic wA?nut. Within the chancel area are choir stalls, a sanctuary, altar, and pulpet; the majority are made of black walnut. Other furnishings include e cast iron stove, a pump organ, a baptismal font, and several portraits of persona important to the founding a*�d growth of the church. 1�,ak�go Church rests on a hill just behind Luthe�r Seminary Library. A distant view of the chapel ia some;ahat hindered by an adjacent hous�, several treas, and a row of neighboring homes. Howaver, any visitor to the house of wr�rship will note th8t the building is well maintained and preserved. The designation and program for preservation have no effect on the Comprehensive Plan. 2. The church is located within the Luther Seminary campus. The designation will enhance this major landmark for the St. Anthony Park area. 3. This church, the first Norwegian Lutheran house of worship �n America, is a structure of national significance. It has been identified as a landmark since its restoration in 1904 by the church. 4. Mav lst minutes: Gene Rosenblum noted an omisaion in the Resolution regarding the Ad Hoc Co�aittee. The following sentence was added to the Resolution as recorded: "The Ad Hoc Committe's term will expire upon c�npletion of report." A motion to approve the May lst minutes as corrected was made by Mr. Oxton, seconded by Ms. Vavoulis and was passed unanimously. � 2. May 8th minutes: Ms. Kunz stated she did not say that the Northwest Area Foundation wasn�t accepting applications; they accept them at all times. But she wae informed that they don�t have any funds available until the next fiscal year. She suggested the sentence about not ac- cepting applications be struck from the minutes. A motion was made by Mr. Sandeen and seconded by Ms. Flinn to approve the May 8th meetings minutes as corrected. The motion passed unani- mously. 3. Vavoulis moved that the First Baptist Church be recow- mended to City Council as a Heritage Preservation Site. Mx. Roaenblwn aeconded the motion.� The Preservation Program for the church was discussed. Mr. Faber and Ms. Kunz questioned why the request wae made that the interior be kept intact since the Commiasion had no ordained power over interiors. Motion: Mr. Rosemblum moved that the last sentence of the firat para- graph(the request concerning the interior) be struck from the program. The motion was seconded by Ms. Vavoulia and passed unanimously. Mr. Rosenblum queationed the last aentence of the last paragraph of the Preservation Program. Me. Kunz reaponded that the H.P.C. hae the right to talk about the enviorrnnental impact of structures close to the First Baptist Church. The motion on reco�nendation with amended Praservation Prograw passed unanimously. 4. Muskego Church Motion: Ms. Kunz moved that Muskego Church be recom�nended to City Council as a Heritage Preservation Site with approved Preser- vation Program. Mr. Oxton seconded the motion and it passed unani- mously. 5. Assumption Church and School The recommendation to City Council of Assumption School and Church was discussed at length. Mr. Faber said that there had been heavy response to the recom�aendation, some negative. He thought the H.P.C. needed more time to get more infor- mation to Father Merz. Chairman Jacob stated that he thought it was a marvelous case to put before the City Council, because Assumption - Church is a building that belongs on any city's list, making it a good case to discuss publicly the rights of preservation. Ms. Norton stated that she thought it was important to recognize that the people involved with Assumption Church and School had not been shown a Pres- ervation Program and they ought to know what the H.P.C. is proposing. She was concerned tY►at their impression might be that the H.P.C. was only going to make sure they maintain their church and they might not realize that the H.P.C. had a Preservation Program that might be helpful to them in maintaining a compatible environment. Mr. Ros�nblum support- ed the motion to postpone because he wanted to give Assumption Church and School the same courtesy as the Muskego Church got and thought Father Merz should see the Preaervation Program. Ms. Kunz stated that Father Merz ought to be reminded that the Ramsey County Historical Society worked with them four years ago on realigning the streets by the church and at that time they wanted some intervention by the city. Mr. Engen said that such an alternative is st111 being considered. Mr. Sandeen asked if anybody had inquired about brin ing the DPM closer to them. He was told that the Arts and Science and Lowertown �if the historic impact was carefully considered) had. The Heritage Preservation Commission will be involved in the final review process of the OPM. The DPM Comnission will formally request HPC's role in that review. The third item on the a enda was the recomnendation of the three sites in the West Sevent Street area. 1 . Motion: Mrs. Kunz made a motion to recomnend Lauer Flats to the City Counc for designation. The motion was seconded by Janet Sands and it passed unanimously. 2. Motion: Mrs. Vavoulis made a motion to recomnend the Justus Ramsey House ��e City Council for designation. The motion was seconded by Mr. Faber and it passed unanimously. 3. Motion: Mr. Sandeen motioned to recarimend the C.S.P.S. Hall to the City Council for designation. Mrs. Vavoulis seconded the motion and it passed unanirtrously. The fourth item on the a enda was the Report of the Candidates Committee. Mr. an een reporte t e next set of buildings that await public hearing are down- town area buildings. The research for those buildings has been completed. The Corrmission decided to combine the public hearing for the downtown buildings with the Regular Comnission meeting on May 8. There was a general discussion of the owner notification procedure. Mrs. Vavoulis recommended that the owners of the sites be contacted personally at the beginning of our consideration of a site. Mr. Sandeen reported that the Candtdates Committee has discussed the next set of National Register buildings. These are: Assumption Church and School , First Baptist Church, Hamline University's Old Main, Macalester College's Old Main, Stella Louise Childrens' Center and Muskego Church. A public hearing was set for those sites on May 22. Mr. Sandeen suggested that the Commission consider a quicker procedure for the remaining National Register sites. This will be discussed in the upcoming Candidates Committee meeting. There was a prolonged discussion about the need to appoint and the composition of advisory committees for the Historic Hill District and Irvine Park because of the new resolution (April 4, 1978) . It was agreed that a special meeting will be held on May lst to discuss the Hill and Irvine Park Districts.
