THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
_ Section 1.
Pursuant to the authority contained in Ordinance No. 16006
adopted May 18, 1976, as amended by Ordinance No. 16429 adopted
April 4, 1978, upon the request of the Heritage Preservation Com-
mission of the City of Saint Paul, and after having duly consider-
ed the matter at a public hearing held in accordance with the said
ordinances, the Council of the City of Saint Paul does hereby
designate the following described property to be a Heritage
' Preservation Site:
The Old Main at Macalester College, 1600 Grand
Avenue, Saint Paul, Minnesota, on property
legally described as Lots 6 through 10, Block 7,
Macalester Park, and also a portion of the east
� of the southeast �a of Section 4, Township 28,
Range 23.
Section 2.
The Preservation Program for this Heritage Site is stated
as follows:

Old Main, Macalester College
Preservation Program
Because of its architectural merit the present visual
appearance of Old Main' s exterior should be maintained.
Any proposed alterations to the exterior or additions
to the building as a whole should be carefully con-
sidered and will be subject to Commission' s review
power. It is hoped that Old Main' s central location,
open to the green square to the north, will be
maintained. Any serious visual isolation (by new
construction) from the rest of the campus should be
avoided.
Section 3. �
This ordinance shall take effect and be in force thi�ty (30)
days from and after its passage, approval and publication.

Dear Madame:
The Saint Paul Meritage Preservation Commission (HPC) has recommended to
City Councit that Old Main, Macalester College be designated as a Heritage
Preservation Site.
The procedure for HPC designation consists of: '
1) Nomination of a site to the HPC for consideration
2) Review of the site by the HPC's Candidate's Committee for possible
historical and/or architectural signifieance
� 3) A Public Hearing ts held by the HPC once fihe site is approved by
the Candidate's Committee
4) HPC recorrrnendation of the site to City Council for designation as
a Herltage Preservation Site
5) Review of the site and Preservation Program by Saint Paut City
Planning for recommendation to City Council
6) A Pubtic Nearing by the Saint Paul Ctty Council on tt�e site
Old Mai� has gone through all the steps listed above, up to City Council
Public Nearing. Outlined betow is a history of the designation process
for the site thus far:
-HPC Public Hearing: March 13, 197$
-HPC Recommendation to City Council : April 10, 1978
-Plan�ing Commission Resolution passed: June 23, 197$
Once a site is designated, the Heritage Preservation Comrnission is empow-
ered by ordinanee to review any building permit appltcations regarding
designated sites. Permit review pawer gives the Commission control over
any possible exterior changes to designated historic structures. This
permit review power does not affect interior changes.

The Heritage Preservation Commission respectfully submits to the City
Council its recommendation that the following buildings be designated
as Heritage Preservation Sites:
1) C.S.P.S. Hall, 381-383 Michigan
2) Justus Ramsey House, 252 West Seventh '
3) Lauer Flats, 228-240� South Western
4) Old Main, Macalester College
5) University Hall, Hamline University
6) Muskego Church, Luther Theological Seminary
These sites were all given thorough consideration by the Com�nission,
and underwent offical hearing procedure. As required by ordinance,
a preservation program for each site is enclosed. Also enclosed are
the resolutions of the Planning Commission from their required review
of each site. For your information, the Commission forwards the
site nomination forms which state the history and significance of
each site. More complete information is available from the Commission's
Criteria Checklist on each site. Please contact Terry Pfoutz of the
Heritage Preservation staff at 298-5523 for such information.

VII NARRATIVE: HISTORY AND SIGNIFICANCE OF SITE
Old rlain is a four storey brick and stone building designed in 1884 by
William H. Willcox in the Richardsonian Romanesque style. The architectural
firn� of �dillcox and Johnston was noted for several mansion type houses on
Summit Avenue, churches in southern Minnesota, and institutional buildings
throughout the Midwest. Old Main, located at Macalester College, earns its
historical significance by representing the founding days of the college.
In 1853 Edward D. Neill, educator, author, and historian, organized the
Baldwin Schoal of St. Paul. With the added support from Charles Macalester
of Philadelphia, in 1874 the school developed into a college. '1l1e present
site on Snelling Avenue was purchased by a syndicate of trustees in 1883.
Old rfain was constructed, and in 1885 Macalester College opened to students.
Old Main was buflt in stages. The east wing, completed in 1884, rests
on a fiill rusticated limestone basement. The main section of the building
is more elaborate with its multigabled and dormered roof. The north
facade is symmetrical and exhibits five bays. The symmetry is broken
only by a tower which is to the right of the front portico. Carved
columns capped with foliate capitals are featured on the limestone and
brick portico. The windaws, on the first storey are surrounded by
semi-circular arches, on the second level with segmented arches, and
on the third level are grouped and separated by columns to form an arcadea
A dacorative band of geometric and floral p�tterned terra cotta accentuates
the attic level gables.
Old Main's architectural appearance has only slightly been altered ove the
years. A principle gable and large round arch with inset rose window on
the east wing, have been covered over with verticle lap siding. And to
accoznodate the needs of a gruw�ing college, the interior is now used for
administrative an3 staff offices.

WHEREAS, the St. Paul Heritage Preservation Comnission has advised the
Planning Commission of the proposed designat9on of the Old Main, Macalester College
1600 Grand Avenue as a Heritage Preservation site;and,
WHEREAS, the Heritage Preservation Commission has forwarded a program for
the preservation of Old Main, Macalester College,
BE IT NOW RESOLVED that the Planning Commission makes the following recommenda-
tions with respect to the designation of the Old Main, Macalester College:
1 . Designation and the program for preservation have no effect on the comprehensive
plan.
2. Designation and the program for prese��vation will preserve the major landmark
of the Macalester Park area of St. Paul.
3. The property was one of the sites identified in the District 14 Plan as having
historic significance to the Macalester-Groveland area. Designation does not
affect any other city plans for the area.
4. The Planning Commission recommends approval of the proposed designation of Old
Main, Macalester College.
