Byrne��j Deputy City Attorney Enclosed is a draft resolution for consideration by the City Council. In submitting it our office does not take any position of advocacy for the particular wording or policy of the proposed ballot question. We would be happy to re-word it in any appro- priate fashion at the direction of the Council. Purely in terms of the timing of the issue, the City Clerk must submit the question to. the printer and do other actions that will result in its placement on the November 7, 1978, election ballot. If_ it is not done relatively soon, and the question is not placed on the general election ballot as required by law (and I am putting aside the possibility of litigati.on) , the Council in all likelihood will face the need for a special election. Funds for such a special election will have to be included in the budget now under consideration.
