WHEREAS, the Charter Commission of the City of Saint Paul
has proposed that the: Charter be amended to provide for the
elimination of paxty designation in city elections; and
WHEREAS, the Charter Cominission has requested that the Council
of the City of Saint Paul fix the form of the ballot and publish
the amendment as required by law; now, therefore, be it
,
RESOLVED, that the proposed charter amend.ment relative to
the elimination of party designation in elections for ma.yor an.d
council shall be submitted to the electorate as required by lav�1'
at the general election to be held November 7, 1978; and, be iic
FURTHER RESOLVED, that the City Clerk is directed to take
the necessary steps for publication of the proposed amendment as
ma.y be required by law; and, be it
FURTHER RESOLVED, that pursuant to law the Council hereby
fixes the form of the question to be submitted to the electorate
in accordance with this amendment to read as follows:
"Shall the Charter of the City of Saint Paul
be amended to provide that all elections for th�
office of ma.yor and council be held on a nonpartisan
basis, with no party designation on the ballot for
such offices?"

Enclosed is a draft resolution for consideration by the City
Council. In submitting it our office does not take any position
of advocacy for the particular wording or policy of the proposed
ballot question. We would be happy to re-word it in any appro-
priate fashion at the direction of the Council.
Purely in terms of the timing of the issue, the City Clerk must
submit the question to. the printer and do other actions that
will result in its placement on the November 7, 1978, election
ballot.
If_ it is not done relatively soon, and the question is not placed
on the general election ballot as required by law (and I am
putting aside the possibility of litigati.on) , the Council in all
likelihood will face the need for a special election. Funds for
such a special election will have to be included in the budget
now under consideration.
