KELLEY — DIRECTOR �� 545 City Hall,Saint Paul,Minnesota 55102 612-298-4431 George Latimer Mayor March 23, 1978 Richard Schroeder Budget Director - 365 City Hall BUILDING Dear Mr. Schroeder: As you know, the Como Zoo Design project has reached a point where the City must commit funds to the beginning phase of the design work. This is necessary to permit the Como Zoo Master Plan to be refined in detail and documentation to a point which is acceptable to the Metropolitan Council for their review and approval . This refinement will include all necessary research and analysis of program and space needs, enclosure and exhibit techniques, maintenance requirements, circulation and site analysis, energy resources, and alternate building sys- tems and cost estimates. We have a contract pending with the selected project consultants for this work and have reached agreement on the sum of $195,000 for this phase of the design process. The reason that the City must pay for this portion of the work is because there are no Metropolitan Council funds available until such time as their review and approvals have been made, and we must have this material to arrive at that point of approval . When funds were budgeted in the 1977 CIB it was assumed that Metro Council would consider all consultant expenses as eligible costs, and that the CIB funds would satisfy the City's staff costs for the project's duration. This is not the case, as we now know, and although the present CIB appropriation will certainly cover our staff costs, it has become necessary to request these additional funds for consultant services. Upon completion of this phase of the work, $3.7 million will be made available for the first phase of con- struction and these funds may also be utilized for consultant services through- out the remainder of the project. . �7_ . : • Richard Schroeder March 23, 1978 Page two - It has been our intent to complete the review and approva1 process in June and July of this year, so that some elements of construction can begin in 1978. I would �herefore request that $195,000 be allocated for the first phase of design for the Como Zoo project.
