WHEREAS, the Merriam Park Neighborhood Housing Services (N.H.S.)
is a private, non-profit, neighborhood-controlled corporation whose
purpose is to improve the Merriam Park Neighborhood; and
WHEREAS, the Merriam Park N.H.S. is sponsoring two neighborhood
clean-up campaigns, in May and June, to remove rubbish, garbage,
. unused appliances and similar refuse; and
WHEREAS, the Merriam Park N.H.S. has asked the Minnesota National
Guard to provide trucks and drivers for the clean-up campaigns, eiith
the rema.inder of the work to be performed by resident volunteers; and
WHER�AS, although the Merriam Park N.H.S. will pay fuel costs for
the National Guard trucks, the Gua.rd is not covered by the Federal Tort
Claims Act for personal injury or damage caused by the Guard; and
WHEREAS, the City of St. Paul can add, for a reasonable amount,
insurance to cover the National Guard as a part of its general in-
surance package; and
WHEREAS, it is in the best interests of the City of St. Paul to
encourage this and simi.lar neighborhood revitalization projects; now,
therefore, be it
RESOLVED, that the City Council of the City of St. Paul recommends
that insurance coverage be provided for the National Guard for the
Merriam Park clean-up campaigns; and be it
FURTHER RESOLVED, that the Mayor is requested to assign the ap-
propriate staff person to this project to insure that the necessary
coverage is provided.
