The Council of the City of Saint Paul has conduct�d a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

PROJECT:
Improve HAMPDEN AVENUE from University Avenue to Ellis Avenue; Paving Project
78-P-0759 and Lighting Project 78-V-0658, as follows:
Construct concrete curb and gutter, driveways, side�»lks, storm �•rater drainage
facilities, bituminous overlay, landscape boutevards, construct an ornamental
lighting system and do all other work necessary and incidental to said improve-
ment.
INITIATING ACTION:
This improvement is at the request of the Community Council ; District 12, and
has been approved through the Capital Improvement Budget process.
EXISTING CONDITIONS:
Hampden Avenue is an old brick surfaced roadway 40 feet wide. The surface is
. rough and slippery and drainage is poor. Driveways are constructed of gravel ,
asphalt and concrete. Most are in very poor shape. All will be removed and
replaced with concrete.
Curbing is cor�pletely gone in some places. Some has been replaced with asphait
curbing.
Traffic counts are 3,038 vehicles per day, with 18i being heavy conmercial
trucks. The 20 year projection is 6,000 vehicles per day, with same percentage
being heavy commercial .
PROPOSED IMPROVEMENTS:
We propose to widen the roadway to 44 feet by constructing new a-624 curb and
gutter. Sidewalks will be replaced where needed on the west side of the street.
All driveways will be constructed where there are existing drives, or where re- _
quested by the property owners. Existing outwalks will be reconstructed. The
brick surface will be removed and replaced with an asphalt surface. Drainage
structures will be replaced. Boulevards will be repaired. An energy efficient
sodium vapor lighting system will be installed. ,
ALTERr�ATES:
Atternates considered aiere base removal and street width. The concrete base
beneath the brick surface could be removed, however, indications are that the
base is sound and that considerable savings can be realized by salvaging the
concrete base. By replacing the existing curb, using new curb and gutter, we
can allow parking on both sides of the street.

� POSITIVE EE��EFITS:
This improvement will provide a smooth� much quiter roadway, and improve the
aesthetics of the area. The new surfacing will allow for better traction for
stopping.
ADVERSE EFFECTS: •
Minor disruption to the area during construction is expected. There may be
some detours if the street is closed for some particular type of construction,
such as sewer trenches and resurfacing.
SPEC I AL COP�S I DERAT I OtdS:
Although Hampden Avenue is on an MSA route, the proposed financing is vrith C.D.
funds. This would indicate that the project has a higher priority from a
neighborhood standpoint than from a city transportation standpoint.
A neighborhood meeting will be held on this project either the last part of
February or the first part of March, 1978.
TIME SCHEDULE: '
It is expected that a contract wili be awarded in Spring i978, with construction
to start in mid summer. Completion should be in 60 calendar days or less.
