RESOLVED, by the Council of the City of Saint Paul, that
Chapter A-2 of the Saint Paul Legislative Code (Council File
No. 25g048, as amended by C. F. 2595�.�, C. F. 261948, and
C. F. 265879) is hereby amended by striking the same in its
entirety and substituting in lieu and in place thereof the
following:
CHAPTER A-2. COUNCIL SUBCOMMITTEES
1. Council subcommittees. That in order to provide �or
the efficien opera ion o he legislative branch of city
government, the foilowing subcommittees of the council are
hereby established:
(1) Finance, Management and Personnel
(2) Public� Works
(3) Gity Development and Transportation
(4) Licenses and Public Safety
(5) Energy, Environment and Utilities
(6) Legislatio.x�;
(7) Rules and Policy
�lae president of the council shall be empowered to
establish such additional subcommittees as the need may
arise, with the consent of the council.

2. Membership. Each council subcommittee shall be
composed of at least three members of the council, which
members, including the chair, shall be named by the president
of the council with the advice and consent of the council.
The members of the council subcommittee, including the chair,
shall serve on such committee at the pleasure of the president
of the council.
3. Funetions, participation, in �eneral. It shall be
the duty of each council subcommittee to consider all ordinances
or resolutions referred to it by the city council. The
meetings of the council subcommittees shall be open to the
public, and such committees may hear such testimony or public
comment as the committee deems proper. Council subcommittees
shall report to the council upon all ordinances or resolutions
referred to them, either with or without recommendation, unless
the president or member introducing such ordinance or resolution
shall withdraw it or the president reassign it.
4. Meetings.
(1) Al-3� council subcommittees shall hold regular meetings
according to a schedule designated by the chair. A schedule oY
such meetings shall be provided all council members, the mayor,
city attorney, the city clerk and news media.
(2) Special committee meetings may be held at the call
of the chair. Advance written notice of all special meetings
shall be provided all council members, the mayor, city attorney,
city clerk and news media.
(3) A majority of the committee shall constitute a quorum.
(4) A majority vote of the committee shall be required for
committee action.
(5) Committees shall keep minutes of all meetings.
Committee chairs shall be responsible for providing recording
secretary and approving ; by 'signature,; minutes of committee
meetings. A copy of such minutes shall be filed with the
eity clerk as a public record and a copy provided the council
president.
5. Committee functions, in particular.
(1) Finance Mana ement and Personnel. The council
subcommittee on finance, managemen and personnel shall

� assume the responsibility of reviewing all capital and operating
budget matters submitted by the mayor in accordance with the
timetable provided by administrative ordinance and shall be
responsible for the consideration of any legislation relating
to the personnel of the city, salary questions, and labor
relations.
(2) Public Works. The council subcommittee on public
works shall assume the responsibility for the review and recom-
mendation of council legislation affecting public works.
(3) City Development and Transportation. The council .�;
subcommittee on city development and transportation shall assume
the responsibility for the review and recommendation of council
legislation relating to community services. This committee
shall also assume the responsibility for the review and recommenda-
tion to the council of legislation relating to city development,
including legislation relating to the lease, purchase and sale
of land and buildings, the review of proposed options to purchase
or contracts to sell and shall report to the council as to the
feasibility of the cost of purchase or sale and all other facts
relsvant to enable the council to make a proper determination.
In cases where suitable land cannot be secured at a reasonable
price by purchase, the subcommittee may recommend to the council
that condemnation proceedings be instituted to secure the land
necessary.
(4) Licenses and Public Safet . The council subcommittee
for licenses and public safe y shall assume the responsibility
for the review and recommendation to the council of legislation
relating to or affecting the departments of police and fire.
This committee shall also establish rules of procedure to provide
for proper notice and hearings on licensing matters. Such com-
mittee shall be responsible for considering all licenses requir-
ing council approval, as provided in. the Legislative Code, and
shall make recommendations to the council relative to individual
licenses and legislation involving licensing.
(5) Ener Environment and Utilities. The energy,
environmen and utili ies subcommittee shall review the
following proposals for legislation:
(a) Legislation relating to telephone, telegraph, radio,
television, cable television, lighting, heating, water �,nd
sewer, transportation, and other public utilities services
whatsoever which are subject to the control of the city council
of the 'city of Saint Paul.

(b) Such committee shall also review and recommend all
licenses, permits, and other privileges granted by the city council
to public utility owners or operators, their lessees or repre-
sentatives, and shall be empowered to have access, at all
reasonable times, to the books, papers, machinery and equip-
ment of all public utilities owners, operators, lessees and
their representatives, doing business with the city council
and over which the city council has any control or regulative
power. Such access shall be used for the purpose of making
any inspections or ascertaining any facts in relation to said
utilities or their operation, cos� prices, capitalization,
profits, or any other fact relating to their business which
will assist said committee in making recommendations to the
council.
(c) Legislation relating to the use and conservation
of energy.
(d) Legislation relating to environmental protection.
(6) Legislation. The council subcommittee on legislation
shall assume the responsibility for the review and recommenda�ion
to the council of any proposed charter amendment, general city
legislation not otherwise provided for by a subcommittee,
all proposed legislation to be submitted to the state
legislature, and matters dealing with elections.
(7) Rules and Policy. The council subcommittee on rules
and policy shall assume the responsibility for the review and
recommendation to the council of any proposed amendments to
the city council rules of procedure and shall review and
recommend to the council general policy guidelines for the
council to follow in its legislative deliberations, and may
review��ominees for appointment to various boards and
commissions.

6. Amendment. This resolution may be amended only by
the submission in writing by a member of the couneil of �
notice of intent to amend the same, which notice shall con—
tain the specific proposed amendments. Such notice shall
be served upon each member of the council seven (7) days
prior to the submission of any resolution amending such
rules.

SUBJECT: Notice of intent to amend rules pertaining
to council subcommittees (Chapter A-2,
Administrative Code)
DATE: March , 1g78
Notice is hereby given of my intent to submit a
resolution to amend Chapter A-2 of the Ad.ministrative
Code dealing with council subcommittees. A copy of
the proposed resolution is attached to this notice,
and the specific changes therein contained are as
follows:
1. In Section 1, the names of three subcommittees
are changed. ��Community Services and City
Development�� becomes "City Development and
Transportation. '� "Public Safety and Licenses"
becomes "Licenses and Public Safety. �' "Utilities,
Energy and Environment" becomes "Energy,
Environment and Utilities. "
2. In Section 3, requirement that council subcommittees
shall report to the council upon all ordinances
and resolutions referred to them within sixty
days, etc. , is amended so that the sixty-day
requirement is eliminated.
3. In Section 4, paragraph (5) the lenguage is
changed slightly for clarification.
4. In Section 5, paragraph (3) the duty imposed upon
the City Development and Transportation subcommittee
to review matters dealing with elections has been
removed, �nd that duty assigned to the Legislation
Subcommittee, under paragraph (6) .
5. In Section 5, paragraph �7) , there is added to
the description of responsibilities of the Rules
and Policy Subcommittee, the following: "and may
review nominees for appointment to various boards
and commissions. "
6. Throughout, "chair" is substituted for "chairman, "
"council member" for "councilman�� and the like.
