City of Saint Paul does hereby approve the following transfer of Community

FURTHER RESOLVED, that the Council of the City of Saint Paul does hereby

thereby bringing the total amount of funds available for the project to $5�1 ,400.

Subject: Budget Amendment for the Ramsey Action Programs
Headstart Center
Dear President Sylvester and Members:
The City of Saint Paul approved the construction of a Headstart Center
for Ramsey Action Programs as part of its Community Development Year II
Program in 1976. Since that time, staff from the Renewal Division,
Community Development Division, Housing and Building Code Enforcement (
Division, City Attorney's Office, Valuation Division, Purchasing Division,
and my office have worked with Ramsey Action Programs to bring this �
project to fruition. �

Just as all the pieces seemed to be falling in place, we were approached "
by Control Data for a location to construct a facility in Saint Paul . i
Ramsey Action Programs graciously agreed to look, with City staff assistance,
for a new site for the Headstart Center so that we could accommodate
Control Data.
A new site was located, the building was redesigned, and the project was i
bid last fall . The bids were all several hundred thousand dollars over
budget; and staff, working with RAP and the architect (Adkins Association,
Inc. ), once again redesigned the center.
Purchasing advertised for bids which were opened on March 1 , 1978.
Once again the construction bids exceeded the budget, and City staff has
worked over the past several weeks with RAP and the architect toward a
solution.
The center itself has been scaled down to the point that any further redesign
would not present a workable facility. RAP has secured $21 ,400 from other
sources which it has deposited with the� City.

I am recommending that $15,000 be transferred fr�m the CD Year II contingency
account so that the Housing and Building Code Division may instruct Purchasing
to award the contract.
The b9d on this project expires on April 15, 1978.
