RESOLUTION
OF SAINT PAUL, MINNESOTA

1 WHEREAS, a joint effort by Ramsey County and Hennepin County currently is under way to rebuild the structurally
2 ailing Ford Bridge, which spans the Mississippi River between the cities of Saint Paul and Minneapolis; and
WHEREAS, the Ford Bridge is listed on the National Register of Historic Places and is a fine example of the
concrete arch bridges consiructed in the early 1900s to span the Mississippi River; and
5 W$EREAS, the bridge continues to provide a critical transportation link between the two cities, canying an average
6 daily traffic volume of 16,275 veYucles to homes, businesses, and recrearional destinations within our two
7 communities; and
8 WI IEREAS, the scope of work completed thus far has involved numerous community organizations in an ea�tensive
9 process of public involvement and collaboration; and
10 WHEREAS, the final design of the bridge provides for the necessary replacement of the deck system and the
11 replacement or rapair of other deteriorated structural elements that will extend the functional life of the bridge over
12 50 yeazs; and
13 WHEREAS, the design offers fiuther enhancements such as improved geometrics for traffic, pedestrian walkways,
14 bikeways, and lighting and railing elements that will capture the original design of the bridge; and
15 WHEREAS, estimated proj ects costs that will a11ow the bridge to remain open during construction are $18.5 million,
16 with funding available from Federal, State Bridge Bond, and County State Aid Highway funds in the amount of $11.2
17 miIlion; and
18 WHEREAS, recent studies, along with proj ect staff, assert an incremental cost increase of $15-20 million to the local
19 community if the bridge is closed during the consiruction period; now, therefore be it

RESOLVED that the City of Saint Paul supports Minnesota H.F. No. 909 and its accompanying proposal in the
Minnesota Senate, which appropriate additional state funding of $73 million to the project to preserve the
community and economic health of the area.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. [APPROPRIATION; FORD PARKWAY BRIDGE.]
$7,300,000 is appropriated from the aeneral fund to the
commissioner of transportation to be disbursed for the
reconstruction and rehabilitation of the Ford Parkwav Bridae,
which spans the Mississippi river and connects the cities of St.
Paul and Minneaoolis. This appropriation is continqent on
allowinq traffic to cross over the bridae durinq the
reconstruction exceot for temporarv closings for maintenance
