WHEREAS, Howard G. Skillings was honored in 1974 by the
International Association of Chiefs of Police and Parade Magazine
for his work with Rice Street area youth; and
WHEREAS, Howard Skillings throughout his lifetime actively
devoted himself to making more opportunities available for young
people; and
,
WHEREAS, as a St. Paul Police Officer, Howard Skillings_was a
credit to the Police Department and the City of St. Paul; and
WHEREAS, Howard Skillings served on the Board of Capitol Community
Services and volunteered his services to better his neighborhood; now,
therefore, be it
RESOLVID, that the Citizens of St. Paul express their deepest
sympathy to Howard Skillings' family upon his sudden death and publicly
acknowledge his contributions to a better St. Paul.
FURTHER RESOLVED, that the Mayor be requested to order the Flag at
City Aall to be flown at half mast on Friday, March 24, 1978.
