1 WHEREAS, residential permit parking was previously instituted on behalf of residents in

WHEREAS, residents living in the residential area bounded by Snelling Avenue, University
Avenue, St. Anthony Ave. and Pierce Street (the residential area east of Healtheast - Midway
Hospital) have submitted petitions requesting that certain permit parking restrictions be installed in
these blocks; and
WHEREAS, the Council of the City of Saint Paul found that the afiorementioned residential
area did not have sufficient off street parking to accommodate the residential parking needs of the
residents as well as the parking needs of non-residents who use non-residential facilities in the area
which lack sufficient off-street parking; and
WHEREAS, Public Works staff has investigated the basis for the petition and concluded and
recommended adoption of the changes requested in the petition;
NOW THEREFORE BE IT RESOLVED that the following parking regulations shall be
established in the residential area near the Healtheast - Midway Hospital as follows:

Noon to 4:00 p.m. Monday - Friday, Area 26 on the fol{owing streets:
Both sides of Roy St. from St. Anthony Ave. to Shields Ave. except on the east side
between 80 feet and 240 feet south of Shields Ave.
Both sides of Roy St. from Shields Ave. to Spruce Tree Ave. except the east side from
Spruce Treet Ave. to 100 feet south.
Both sides of Fry St. from St. Anthony Ave. to Shields Ave. except on the west side from
St. Anthony Ave. to 140 feet north.
Both sides of Fry St. from Shields Ave. to Spruce Tree Ave.

(Mon.-Fri.) which already has commercial traffic and higher occupancy housing. Property owners
petitioned (approx. 80%) to minimize the opportunities for non-resident parkers to inconvenience
residents. Permit parking (Noon to 4PM) is sensitive to business concerns while allowing the community
safer streets and reasonable parking priority. Merriam Park District Council approves.
ADVANTAGESIFAPPROVED:
Residents will get relief from the overwhelming volume of parking that occurs weekdays (Mon -Fri.).
