MIXED-INCOME HOUSING DEVELOPMENT FUND

WHEREAS, an important prioriiy of the Administration and City Council is the development of
new housing units throughout the City; serving a wide range of incomes and in accordance with the
adopted Housing Plan; and
WHEREAS, the City recognizes the need to provide flexible financing to assist the
development of mixed-income rental and ownership housing on a city-wide basis, including new
construction and rehabilitation; and
WHEREAS, an element of City financing is to assist in the creation of affordable housing
units; and the integration of affordable housing units in larger mixed-income projects; and
WHEREAS, the Administration recommends the creation ot a Mixed - lncome Housing
Development Fund; and
WHEREAS, three potential City funding sources have been initially identified: Community
Development Block Grant (CDBG) Program, the Sales Tax Revitalization (STAR) Program, and
City Fund 149; and
WNEREAS, to ensure the continued multi-year availability of mixed-income housing funding
needs, the Cify will seek additionai federal, sfate, local, and ofher matching funds to support this
effort.
NOW, THEREFORE, BE IT RESOLVED, upon the recommendation of the Mayor, the
Council of the City of Saint Paul takes the following actions:

incomes within Saint PauL The proposed Mixed Tncome Housing F�nd will provide the City with another tool to partner
with housing providers in the creation of affordable and market rate housing. The proposed funding sources for the Mixed
Income Housing Fund include: CDBG, STAR, and �tnd 149. Since each source will need to comply with its individua[ fund
criteria, the Mixed Income Housing Ftind will traly be able to assist in the development of both affordable and market rate
housing opportunities. Staff will pursue additional non city funding sources for inclusion into this fund.
The Administration, through PED staff, will identify existing and potential funding sources, develop draft program
gaidelines, and present to the City Council its t5na1 program recommendations.
