Becausa of age, deterioration, lack of proper maintenance and some fire damage, this building is deemed a hazardous building ; c. The owner has failed to provide an acceptable program for the rehabilitation and reoccupancy of this building ; � d. The conditions outlined above constitute a public hazardt e. The continued vacant and boarded up condition contributes a blighting influence on the neighborhoodi now, therefore, be it RESOLVED, that in accordance with Minnesota Statutes Sections 463.15 through 463.26, and based upon the foregoing findings of the City Council, tha Council of the City of Saint Paul does hereby make the following Order: ORDI�R 1.
