Dear Mr. Jefferson:
Recently I learned of a vacancy on the Planning Commission and
one on the Human Rights Commission and I should like to submit my name
for either one. I think I have time to give to the duties of one of
these important positions, but not both, and some of my previous exper-
ience is applicable to one or the other.
� As a woman I have some sensitivity to the problems of human rights
and I have participated in citizens groups on rights of minorities. I
have also tried to promote educational opportunities for minority persons.
It seems important to me that someone from the academic community be
a member of the planning commission. As a resident I am interested in
the future of St. Paul but I also bring some experience in planning for
an educational institution. St. Paul has a great number of colleges which
in one way or another affect the economic and cultural life in St. Paul.
Our plans are important to the city and the city`s are important to us.
Harvey Stegemoeller has been representing the academic community on
the planning committee, I know, and does so very well. If he does not
continue to be a member, I urge that someone else from one or other of
the colleges be appointed.

Dear George:
I have been informed of the vacancy on the City Planning
Commission, which I understand you will fill by appointment. I
would like to submit my name and ask for your consideration for
that appointment. My residence is at 615 Montcalm Place, Saint
Paul, Minnesota 55116.
I have a great interest in our City, especially in the area
of City planning, and believe I have background which could be
helpful to the City Planning Commission. My business career has
involved both general business and banking. Most of my banking
experience has been in the area of commercial lending, and I think
that this broad exposure to and involvement in the Saint Paul busi-
. ness community has developed a perspective which could be valuable
to the Planning Commission.
In my outside activities, I am' secretary-treasurer of the
Minnesota Chapter of our professional banking association, active
in church affairs , and an active member of the United Way Executive
Committee on Admissions and Allocations. The latter involves pre-
paring recommendations on the disbursement of $8 million of United
Way funds . I am also on the Boards of _the Saint Paul Rehabilitation
Center �and the Saint Paul Area YMCA.

In summary, I have a great deal of personal interest in con-
tributing what I can to the City and, recognizing the time and effort
necessary to be an active member, would relish an appointment to the

tion of a program to train and inform the staff of
M�dwest Federal in the process of inner city lend-

Selected as the field representative to develop
a secondary mortgage market for "high risk" home
improvement loans generated by non-profit corpo-
rations in 47 major urban centers across the
, country. Provided techni:cal assistance to the
non-profit groups and helped to involve the private
financiaZ sector in each of these cities. The
� project culminated with an arrangement for Equitable
. Life Assurance to provide two million for the
puzchase of NHSA mortgage backed securities.
Professional Escrow Services of Minnesota - May 30, 1976
to February l, 1977
Six month consulting contract with the headquarters
company in Tustin, California as the Vice President
and General Manager of the firm. Duties included
hiring staff, installing on-line equipment for
mortgage processing and servicing. He has remained
on the board on a month-to-month extension of the
contract to facilitate the transition. Consultant
to the Summit Banks of the Twin Cities in their
pursuit of approval as a FNMA/GNMA Seller-Servicer
and their application as an approved FHA Lender.
First Federal Savings and Loan Association of St. Paul
(Now Midwest Federal Savings and Loan) from 2-1-71 to
May 30, 1976
The intention for the change in employers was to
aid the new employer in developing marketing
strategy and concepts, including the expansion of
physical locations and on-line equipment. During
the first two years prepared or augmented four

branch �applications, three of which were approved
by the Federal Home Loan Bank. Also participated
in the associations management training program
working in all of the departments and completing
alI the required outside instructional courses.
From November 1973 to March 1975 was the mortgage
underwriter and residential loan closer for the
association. In January 1974, was elected an
officer of the association and accepted additional
responsibilities in the field of commercial iending.
During 1974 First Federal and Midwest Federal merged
operations and worked on the transition crew to
� assure the orderly transfer of the business. From
March 1975 to May 1976 was the manager of the
Business Deve].ogment department of St. Paul (Personal
Services and Business Accounts) and was the corporate
representative to numerous community action projects,
. including the St. Paui representative to theSave
The Cities board for the assoeiation. This was in
addition to lobbying for the association before the
Minnesota Legislature
Dun & Bradstreet, Inc. - October 1962 to January 1971
(Includes period of active duty with U. S. Navy and
education leave. First two years of employment was
confined to clerical duties. From September 1974
to August 1975 was a period of concentrated training
in credit and financial analysis and accounting
principles designed to be used a s a basis for accurate
analysis of business information. From March 1966
to December 1966 traveled extensively as the Minneapolis
District troubleshooter. 1967 to April 1967 was
responsible for the revision of all business reports
in the City of St. Paul . In May, 1967 assumed the
duties of management of the La Crosse, Wisc. branch
office and continued in that capacity until March 1968
and was transferred to the business information sales

division in Minneapolis, Minn. After two years
in the sales division transferred to the Marketing
Services Division and assumed active sales manage-
ment until January 30, 1971.

• Wrote, photographed and directed the program for the
University of Minnesota Extension SErvice on Buying
an Older Home. Subject covered the realities of
financing.
AWARDS:
St. Paul Jaycees Bronze Key for outstanding committee
Chairman
Freedom Guard Award in 1973 from the Jaycees for his
activity in the political circle.
St. Paul Jaycees Gold Key in 1974 for the outstanding
director. He was recognized for his leadership by
his appearance in the 1974 directory of The Outstand-
ing Young Men of America, 1976 - 77. Chairman of the
Burlesquepades and recipient of another bronze key.
Roof Raiser Award for his role in developing homeowner-
ship in America through positive community action
programs.
Choser� to be one of the ten Royal Guards for the annual
Winter CArnival in St. Paul for 1976.
