In the matter of hazardous buildings
being that multi-unit residential. structure
known and described as 670 Ashland in the City
of Saint Paul and situated upon those premises
legally described as Except W. I4 Ft. of Lot 14
and W. 27 Ft. of Lot 13, Block 12, Holcombes ,
Addition according to the plat on file and of
record in the office of the Register of Deeds
in and for the County of Ramsey, State of
M innesota.
WHEREAS, pursuant to resolution, C. F. No. 27I323, approved
June 27, 1978, a public hearing was duly held on July 6, 1978 be-
fore the Council of the City of Saint Paul, said hearing pertaining
to the condition of the structures located at 670 Ashland, 5aint
Paul, M innesota; and
WHEREAS, upon the facts presented at the said hearing consist-
ing of photographs, inspection reports and the recommendations of
the Building Department, it is found and determined by the City
Council that according to the records and files in the office of
the Register of Deeds the last record owner of the above described
property is Community Housing Corporation, 290 Metro Square Bldg.,
St. Paul, MN 55101f that 3haw Lumber Co., 217 Como Ave. , St. Paul,
MN 55102 has a lien in the amount of $14,04I.77 against the property;
and that the Boarc3 of Water Commissioners, City of Saint Paul has a
lien in the amount of $160.74 against the property; and that it is
further determined that the above described building constitutes a
hazardous building within the definition of Minnesota Statutes
Section 463.15 for the following reasons:

an extremely hazardous condition and must be razed as soon as possible;
c. The conditions outlined above constitute a public hazard;

d. The owner has made no attempt to satisfactorily repair the
damages

a blighting influence on the neighborhood;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes Sections
463.15 through 463.2G, and based upon the foregoin� findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:
ORDER
1. The owner of the above described building shall make the
same safe and not detrimental to the public peace, health, safety
and wel.fare by hava;�the said building razed and the ma.terials there-
from removed from the premises within thirty `�30) days fram the date
of the se��vice of this Orderf
2. Unless such correcti�e action is taken to comply with this

Order or an answer served upon the City of Saint Paul and filed in
the Office of the Clerk of the District Court of Ramsey County,
Minnesota within twenty (20) days from the date of the Service of
this Order, a Motion for Summary Enforcement of this Order to raze
and remove the said building will be made to the Ramsey County
District Court;
3. In the event that the building is to be razed by the City
of Saint Paul pursuant to judgment of the District Court, all personal
property or fixtures of any kind which may unreasonably interfere
with the razing and removal of this building shall be removed within
ten (10) days from the entry of judgmentf and if not so removed, the
City of Saint Paul shall remove and dispose of such peraonal property
and fixtures as provided by lawf
4. If the City of Saint Paul is compell.ed to take any corrective
action herein, all necessary costs expended by the City will be
assessed against the above described real estate and collected as
other taxes; and be it
FURTHER RESOLVED, That a certified copy of this resolution
and incorporated Order he�ein be served upon the last record owners
of the above described property in the manner provided by law.

The Division of Housing and Building Code Enforcement is hereby submitting
its report on the condition of the structure at the location referred
to above.
The owner of record is Community Housing Corporation, 290 Metro Square
Building, St. Paul, MN 55101.
The legal �escription of the property is: Ex. W. 14 Ft. of Lot 14 and
W. 27 Ft. o� Lot 13, Block 12, Holcombes Addition.
The building is a multi-unit residential structure.
The subject property ha.s been boarded up by the owner since April, 1978 .
This building becau�e +o;� very extensive fire damage is in an extrEmely
hazardous condition and must be razed as soon as possible.
Inasmuch as the conditions outlinerl :aboue constitute a public hazard and
the owner has made no attempt; fio �at.���actorily repair the damage despite
our warnings, and the continued vacant arid boarded up condition contributes
a blighting influen�e on the neighbarhoog, it is the recommendation of
this Division that thi� matter be referred to the City AttornEy's office
for r��ing and removal through District Court proceedings.

WHEREAS, the Division of Housing and Building Code Enforcement has
requested the City Council to hold a public hearing to consider the
advisability and necessi�y of the correction or wrecking and removal of
the following described building, said structure havinb been reported to
constitute a public hazard: '
670 Ashland Avenue Ex. W. 14 Ft. of The building is a
Lot 14 and W 27 Ft. multi-unit residential
of Lot 13, Block 12 , structure.
Holcombes Addition.
WHEREAS, it appears that the last known record owners and other parties
of interest of said building are as follows:
1. Community Housing Corporation, 290 Metro Square Building, St. Paul,
Minnesota 55101.
THEREFORE, BE IT RESOLVED, that a public hearing be held by and before
the Council of the City 'of Saint Paul in the Council Chamber of the Court
House in said city at 10:00 A.M. on July 6, 1978 to consider the advisability
and necessity of ordering the correction or wrecking and removal of said
structure on the above described property inasmuch as said structure is
reported to constitute a hazard to public health, safety and welfare; be it
FURTHER RESOLVED, that the Division of Housing and Building Code
Enforcement, on behalf of the City Council, notify by mail the record owners
of the property in question at the last known address, as well� as other
• interested persons of record, of the date and time of the hearing.
